The New Hampshire Department of Environmental Services (NHDES), Winnipesaukee River Basin Program (WRBP) owns and operates the Franklin Wastewater Treatment Plant (WWTP) located at 528 River Street in Franklin. The WRBP is soliciting proposals to provide transportation services for dewatered sludge cake (biosolids) generated by the Franklin Wastewater Treatment Plant (Franklin WWTP). The initial 2-year contract term will be from July 1, 2020 to June 30, 2022 (FY21 through FY22), with the ability to extend the contract term upon satisfactory performance and the agreement of both parties. The total cost for the scope of work for the 2-year term plus an annual contingency for any additional required work shall be the contract price limitation. After the first 2-year period, the WRBP may choose to extend the contract for 2-year increments if performance and negotiated price is deemed acceptable by the WRBP and funding is available. Each such extension will require the execution and approval of a contract amendment. This service term provides the WRBP with the assurance of a sustainable contract to provide for the transport of the biosolids produced by the Franklin WWTP. However, future upgrades to the Franklin WWTP solids handling processes may change the volume, consistency and class of biosolids produced, or alter the loading bays, conveyance systems, and transportation/staging areas at the facility. Due to the potential magnitude of capital improvements for this process area, it is not anticipated that such upgrades or potential modifications will affect the first 2-year term of the contract. Questions regarding the quantity and potential scheduling for transportation should be directed to the WWTP Chief Operator Ken Noyes (Kenneth.Noyes@des.nh.gov) at (603) 934-9924. The WRBP reserves the right to determine what constitutes a conforming proposal; to determine if a firm is qualified; to waive irregularities that it con siders not material to the proposal; and award the contract solely as it deems to be in the best interest of the State. Basis of award is the lowest total price submitted from a qualified firm as is in the best interest of the WRBP. Price quotations are to be submitted on Exhibit C. Each page of Exhibit A, B, and C must be hand-initialed and dated and then returned as part of the submission. In addition, at least three (3) recent references for comparable work including current contact names and phone numbers shall be provided as part of the proposal submitted for consideration. See Exhibit B for additional information required as part of a responsive submittal. Respondents to the RFP shall provide information as part of their proposal confirming their firm can meet the requirements as specified therein. Complete submissions can be mailed or delivered to WRBP Franklin WWTP, 528 River St., PO Box 68, Franklin, NH 03235 in envelopes clearly marked "Proposal for WRBP Biosolids Transportation Service" or emailed to sharon.mcmillin@des.nh.gov. Note that the USPS does not deliver directly to this facility so, if mailed, the PO Box must be used.
