The County of Leelanau (hereinafter referred to as the "County") is requesting proposals from interested and qualified vendors experienced in site development and cell tower construction (hereinafter referred to as the "Vendor") for the purpose of building a new cell tower at the County Governmental Complex. Requests for comment on discrepancies, errors, or omissions in the RFP shall be made in writing to Leelanau County Emergency Management Director Matt Ansorge (hereinafter referred to as "Project Administrator") by e-mail to mansorge@co.leelanau.mi.us. Inquiries received in writing within seven (7) or more calendar days prior to the proposal due date will be given consideration and answers, will be provided in writing not less than four (4) calendar days before all proposals are opened to all potential proposers and Vendors, and will be available to the public. Prospective proposers and Vendors will not be relieved of obligations due to failure to examine or receive documents, visit the Work Location, or become familiar with conditions or facts of which the prospective proposer should have been aware. Each proposal must be accompanied by a bid deposit, as earnest money, in the form of a bid bond drawn on a responsible bank or financial bonding institution, made payable to the order of the County for 5% of the total amount of the base proposal price. Vendors understand that execution of a contract by the County will be contingent upon provision of the bonds where required and insurance certificates. A "Notice to Proceed" may not be issued and work may not commence until required payment and performance bonds are in place. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
