Renovation of a water / sewer project in Cadiz, Ohio. Completed plans call for the renovation of a water / sewer project.

The County Home Wastewater Treatment Plant Improvements Phase I project will include installation of improvements to the treatment plant and installation of an effluent discharge line as shown on the plans. The scope of work generally includes, but is not limited to the following: Chlorination/Dechlorination Improvements: Replace concrete curb around below grade tank, replace chlorine tablet feeder, replace grating, install new buried dechlorination tablet feeder; Effluent Discharge Line: New 6-inch gravity discharge line with two manholes (including bore under US 250 with 14-inch steel casing pipe) from plant to proposed outfall at Standingstone Fork; Sand Filter Rehabilitation: Sand bed vegetation removal & releveling, CMU wall reconstruction, replace dosing box and dosing piping; Treatment Tank Concrete Repairs; Treatment Tank Grating Replacement: replace existing grating with new galvanized steel grating and reconstruct the top of one concrete tank; Treatment Plant Fence & Gate: Install new fence and swing gate around existing treatment plant; Alternate 01: Treatment Plant Air Piping & Valve Replacement: Replace existing air distribution piping, valves, and diffusers within treatment tanks; Alternate 02: Temporary Sewage Pumping & Hauling: Provide temporary sewage hauling for the County Home and EMA Office during impacted construction tasks. Bidders are required to be enrolled in, prior to submitting a bid, and to be in good standing in a Drug-Free Safety Program (DFSP) approved by the Ohio Bureau of Workers' Compensation (OBWC), and are required to provide on the Bid Form certain information relative to their enrollment in such a program. Copies of section 153.011 of the Revised Code can be obtained from any of the offices of the department of administrative services. Bidders must comply with the Federal Davis-Bacon Prevailing Wage Rates for Harrison County. Attention of bidders is called to all of the requirements contained in this bid packet, including the CDBG requirements and forms, and particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a performance bond of 100 percent (100%) of the contract price. Each bidder is required to furnish with its bid, a Bid Guarantee and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond Form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Contractor shall also be required to complete and submit the Certification Regarding Debarment, Suspension, and Other Responsibility matters. Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Submit your offer on the Bid Form provided within these Bid Documents. Bidders may supplement this form as appropriate. Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. In the event that the Owner is unable to obtain an Agreement with the Bidder initially selected, the Owner may award the contract to the next bid, most favorable to the Owner. The right is reserved by the Owner to reject any or all bids, and to waive any informality in bids received and to accept any bid which is deemed to be the lowest and best bid. *As a reminder, bids are due tomorrow at 10:00 am to the Commissioners Office.
