Demolition, site work, remodeling, renovation and addition to a mixed-use development in Salt Lake City, Utah. Editorial Content Team is actively seeking updated information This is a Pre-Solicitation Notice for the establishment of an Architect-Engineering (A-E) contract with services to be performed at the Salt Lake City Veterans Affairs Medical Center (VAMC) located at 500 Foothill Drive, Salt Lake City, UT 84148. This requirement is being set-aside to Service Disabled Veteran Owned Small Business (SDVOSB) firms. This Announcement is Not a Request for Proposal; No Solicitation Package Will Be Issued Until After an Evaluation Has Been Made on the Provided SF-330s. The SF-330 can be downloaded through the GSA Forms Library at: http://www.gsa.gov/portal/forms/type/TOP, scroll down to locate and click on the SF-330 hyperlink entitled, "Architect-Engineer Qualifications." Written questions pertaining to this requirement should be submitted no later than 2:00 PM. MT, May 29, 2020. Funds are not currently available for this solicitation. Award of a contract as a result of this solicitation is contingent upon the availability of appropriated funds from which payment of this contract may be made. There shall be no legal liability on the part of the Government for contract purposes until funds are made available to the Contracting Officer. The Contracting Officer will confirm availability of funds in writing to the contractor upon award of contract. Building 1 at the Salt Lake City Utah Veterans Affairs Medical Center (VAMC) 500 Foothill Drive, Salt Lake City, UT 84148 requires remodeling and expansion to enhance medial services to our veteran patients. Scope of work to include, but is not limited to site investigation, flow and occupant study, designing, prepare drawings, phase planning, specifications, and cost estimates for all disciplines for remodeling approximately 4,530 SqFt, within Building 1, demolishing 3,000 SqFt of Building 1, a new three-level addition of 15,000 SqFt attached to Building 1, and a penthouse of approximately 400 SqFt for mechanical equipment on top of new addition. The new ground floor addition will include a new Outpatient Pharmacy, the first floor will be Whole Health, and the second floor shall be constructed as equipment storage with basic utilities and finishes. The A/E shall conduct a workflow study of the Pharmacy to include the Inpatient Pharmacy space to ensure continuity of service and reduce redundant spaces (such as storage). It will be very difficult to construct this addition as it is interior to a courtyard surrounded by 4 story buildings. A general lift plan and associated phasing shall be included to ensure safety and continuity of operations. The A/E shall pay special attention to the impacts that construction will have around the construction areas to ensure that adequate containments and phasing is identified and established for the contractors to implement during construction, to limit the impact on staff, patients, visitors, and the facility as a whole. The A/E will be required to attend phase meetings to discuss progress with the VA staff. The A/E will be required to take meeting minutes and distribute to the VA for approval and as documentation of what was covered within the meeting. The A/E shall show a detailed containment plan for infection control and hazmat control required during construction design. This plan shall be detailed showing locations and what infection and hazmat control requirements are to be used for each area. 1-hour fire rated construction barriers shall be required for the duration of the construction to isolate staff from dust, debris and construction hazards. The A/E shall indicate these construction barriers on their drawings. The NAICS code for this procurement will be 541310, Architecture Services. The current small business size standard for 541310 is $7.5 million. All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov; ASME, OSHA, IBC 2009, NFPA and NEC building codes and standards. Coordinate all work through the COR of Facilities Management Service. Contractor is responsible for all cleanups and refuse disposal throughout the construction period. The A-E firm will prepare drawings and specifications in sufficient detail such that qualified outside General Contracting companies can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A-E and Contractors to allow for regular tracking of schedules and work by the VA Medical Center. Schedules with MS Project will be regularly sent to the COR upon project initiation and whenever significant changes occur in the schedule. The estimated magnitude of construction is between $5,000,000 and $10,000,000. The A-E will provide an initial estimate of cost to perform the above work and will design only those items that can be provided within the cost limitation. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A-E to minimize impact of the construction. The A-E will provide documents at each submission as indicated in the statement of work. The NAICS code for this procurement will be 541310, Architecture Services. The current small business size standard for 541310 is $7.5 million. The method of contractor selection has not been determined at this time.
