Renovation of a municipal facility in Fremont, California. Completed plans call for the renovation of a municipal facility.

Location and Description. The Project is located at 39155 & 39175 Liberty Street. Fremont. CA and is described as follows: The work includes remOving the existing TPO roof system down to the substrate and install new 2-ply modified Bitumen roof for both FRC Building I & II. Two roof hatches to be replaced with OSHA compliance hatch and hand rails. There are a few skylights to be replaced and additional work to be completed per the drawings and specifications. This project contains funding from Federal Community Development Block. Grant (CDBG) and the work is subject to David-Bacon prevailing wage and California prevailing wage requirements, whichever rates are higher. Note: The successful Bidder will be required to pay not less than Federal prevailing wage rates in effect ten (10) days prior to bid deadline. Please note that apprentice will be permitted to work at less than the pre-determined rate for the work they performed when they are employed pursuant to and individually registered in a bona fide apprenticeship program. Please see attached Federal Labor Standards Provisions for more information. Davis-Bacon Wage Determination: General Decision Number CA20200018 04117/2020 Modification Number 7. This wagE determination Is subject to change ten days before the bid deadline. Time for Completion. The planned timefrarne for commencement and completion of construction of the Project is: Sixty (60) calendar days from the date specified in the Notice to Proceed to Final Completion. Estimated Project Cost. The estimated construction cost, or construction cost range, for the Project is $1,600,000. This estimate serves only as a guideline to bidders of the scope of the Work and the Project. No bidder. including the successful bidder. is entitled to make any claim against City based on inaccuracy of the estimated cost or range of cost of the Work or the Project. 3. License and Registration Requirements. License . This Project requires a valid California contractor's license for the following classification(s): Class C-39 Roofing Contractor. Contractors bidding as a jOint venture must secure a joint venture license prior to award of the Contract for the Project. DIR Registration. City may not accept a Bid Proposal from, or enter into the Contract with, a bidder without proof that the bidder is registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code Section 1725.5. subject to limited legal exceptions. Call in advance to confirm availability. Reference City of Fremont Bid No.2Q-035. Bidders are encouraged to recycle unused Contract Documents. Bid Proposal and Security. Bid Proposal Form. Each bid must be submitted using the Bid Proposal form provided with the Contract Documents. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier's or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that. upon award of the bid, the successful bidder will execute the Contract and submit the payment and performance bonds, the insurance certificates. and the other documentation required by the Contract Documents, within ten days after City's issuance of the Notice of Award. Prevailing Wage Requirements. General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Rates. The prevailing rates are on file with the City Engineer and available at portal. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. Compliance. The Contract will be subject to compliance monitOring and enforcement by the DIR, under Labor Code Section 1771.4. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code Section 22300. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and portion of the Work (based on the Base Bid) for each Subcontractor that will perform work or service. or fabricate or install work, for the prime contractor in excess of one-half of 1 % of the bid price, using the Subcontractor List form included with the Contract Documents. Instructions to Bidders. Additional and more detailed information about the Project and City's bidding requirements is provided in the Instructions to Bidders. All bidders should carefully review the Instructions to Bidder before submitting a Bid Proposal for the Project. Contractors who elect to attend the conference are required to furnish and properly don their own protective gear (the use of a face mask, at a minimum), as well as follow all social distancing requirements per the latest Covid-19 County Guidance. Given the current environment, this may change. If so, potential bidders will advised by the issue of an addendum.
