Redevelopment of a site located on Scarborough Town Centre lands adjacent to Scarborough Civic Centre Library for construction of two towers of 27 and 42 Storeys comprising a total of 645 residential units on the prominent site, of which 50 percent will be affordable. The unit mix includes: 363 one-bedrooms, 216 two-bedrooms, and 66 three-bedrooms.
The ground floor includes a community space, childcare centre, and residential amenities. The project will feature 2,580 square meters of indoor and outdoor amenity space, found on the first level, the second level including a partial wrap-around terrace, and the seventh level, where the east-west oriented podium roof between both towers is given over to outdoor amenity area. The project proposes redevelopment of a two-level parking structure comprised of 266 vehicles and 485 bicycles at the intersection of Borough Drive and Town Centre Court. The site abuts Scarborough Civic Centre to the West. The parking deck is used primarily to accommodate Scarborough Civic Centre Staff. The public realm will be developed with landscape elements including Borough Drive, woodland court, the woonerf, the promenade, and civic centre forecourt. TIMELINE:
This site has been included in the second phase of recommended Housing Now sites and is subject to Scarborough Centre Secondary Plan & Civic Precinct Plan.
The architect has completed preliminary design and rezoning for the site.
A final rezoning report for the project was approved by City Council in April 2022, and was subsequently appealed to the Ontario Land Tribunal (OLT) by an immediate project neighbour. A motion to dismiss the appeal was successfully considered at an OLT Case Management Conference held on October 21, 2022, with the OLT Member issuing an oral decision. A written decision will bring the site-specific zoning by-law into force retroactive to April 7, 2022. The business case for this project was endorsed by the CreateTO Board at its meeting in April 2022.
A Request For Proposals to select a development partner is expected in 2024, timing is undetermined.

*Following on the City of Toronto and CreateTO's 2019 launch of the Housing Now initiative, Mayor John Tory announced today the locations of second phase sites in the plan to support and incentivize the construction of new affordable rental housing within mixed-income and transit-friendly communities on City-owned lands.
