This contract consists of placing plugs in a series of sanitary manholes, conducting pump around as needed to conduct a video inspection of segments of sanitary line and wet well serving the town's wastewater plant. All video work will need to be conducted at night during low flow periods. The owner reserves the right to reject any and all bids and the right to disregard any or all non-conforming or conditional bids or counter bids. The work includes the following: Providing and pumping as required to allow video inspection of the segments of the sanitary line indicated with the attached documents. Block sewer line segments to allow inspection. Dewater and clean wet well. Provide documentation of video work findings noting location of issues, approximately 1,08 linear feet. Provide appurtenances for pumping if required to lagoon system. Transport and disposal of solids in accordance with EPA requirements if necessary. The limits of paving are described within the contract documents. All work will be performed in the Town of Poolesville, Montgomery County, Maryland. A bid bond, certified check or bank treasurer's check in the amount of five percent of the initial contract price must accompany the bid form, or the same will not be considered. Bidder shall assume full responsibility for timely delivery at Town Hall. Bids received after the designated time for the public bid opening will be returned to the bidder unopened. Bids will be publicly opened and read aloud at the time and place set forth in the Invitation to bid. Only bid totals will be publicly read at the bid opening. Bidders and other interested parties may be present in person or by representative. A bidder may submit only one bid for this contract. More than one bid from an individual, firm or partnership, corporation or association under the same or different names will not be considered for this contract and will be considered grounds for disqualification of the bids involved. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening of the bids. Negligence on the part of the bidder in preparing the bid confers no right for the withdrawal of the bid after it has been opened. Should there be reasons why the contract cannot be awarded within the specific period, the time may be extended by mutual agreement between the Town and the bidder. The owner will consider, in determining the qualifications of the bidder, its record in the performance of any contracts for the construction work into which it may have entered with the Town or with other public bodies or corporations. The owner expressly reserves the right to reject the bid of any bidder if such record discloses that such bidder, in the opinion of the owner, has not properly performed such contracts or has habitually and without just cause neglected the payment of bills, or has otherwise disregarded its obligations to Subcontractors, material men, suppliers or employees. The successful bidder shall furnish Performance and Payment Bonds and a letter of intent to issue a Maintenance Bond to the owner in penal sums equal to 100 percent of the amount of the bid. The bidder to whom the contract is to be awarded shall be required to submit the Performance and Payment Bond, properly executed, to the owner within ten (10) days after award of the contract. No bid shall be considered binding upon the owner until the contract has been awarded and all bonds have been received.
