Renovation of a transportation facility in Newark, New Jersey. Completed plans call for the renovation of a transportation facility.
The work under this IFB generally consists of, but is not limited to, making the entire Signal Power Distribution System resilient. All work must be in strict conformance with the drawings and technical specifications provided in the Bid Documents. This project is subject to the requirements of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.). Contractors and subcontractors must also comply with the State of New Jersey Division of Revenue and Enterprise Services Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity and Affirmative Action rules and regulations. Disadvantaged Business Enterprises, in accordance with U.S. Department of Transportation (DOT) regulations, 49 C.F.R. Part 26, shall have the maximum opportunity to participate in the performance of this project. A twenty-three percent (23%) Race Conscious DBE goal has been assigned to this project. In accordance with N.J.S.A. 27:25-11(b)(3) and N.J.A.C. 16:72-2.2, bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their bids. The apparent bid results for this Invitation for Bids (IFB) will be made available for viewing electronically. All inquiries and requests for clarifications regarding this IFB shall be submitted in the space provided MC-Federal Advertisement Revised 9/2020 for Questions and Answers (Q and A ) Electronically no later than 5:00 p.m. on Thursday, May 27, 2021. Any response NJ TRANSIT may choose to make, will be by a written Addendum to the IFB. All such Addenda will be posted electronically prior to the Bid Due Date. Bidders will be required to download Microsoft Teams prior to the pre-bid conference, in order to access the web video conference and view the presentation. Upon confirmation of your firms RSVP, NJ TRANSIT will forward an invitation for the video conference. All bidders must be prequalified by NJ TRANSIT prior to submitting a bid. Bidders must be prequalified for HR Heavy Construction (Operating Railroad Environment) in a classification of GC General Contractor, for an amount of work that is equal to or greater than their bid amount. NJ TRANSIT suggests a minimum rating of R over $25,000,000.00. Prequalification questionnaires are available for download electronically. Bidders who are not currently prequalified as required above or whose prequalification has expired must submit completed prequalification forms to Faith Blair at fblair@njtransit.com no later than the submittal date identified in the Special Provisions. Late prequalification request submissions will not be considered for this solicitation, and will disqualify a firm from submitting a bid. Hall Construction Co., Inc. requests and encourages DBE Firms participation on this project.
