Due to the COVID-19 crisis, here are some process changes to the solicitations for bids and proposals including bid openings: 1) Bid openings will not be open to the public. Following current standard practice, all bid openings will be attended by two County employees. 2) Procurement will accept electronic bid submissions and electronic signatures. 3) Bids do not have to be notarized before submission. Prospective bidders may attend more than one walkthrough. Current COVID-19 safety protocols as defined by the CD C and implemented by the County of DuPage must be followed to attend a mandatory pre-bid walkthrough. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Bidders may not withdraw their Bids for a period of 120 calendar days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Wage rates for this Project are subject to both the minimum wage rates as per the Davis-Bacon Act and the Illinois Prevailing Wage Act for each classification of work and to the minimum Federal Wage Rates. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Project Locations:
a. Woodridge Greene-Valley WWTP, 7900 S. IL-53, Woodridge, IL 60517.
b. Knollwood WWTP, 11S175 Madison St, Burr Ridge, IL 60527. Replacement of the electrical infrastructure at the Woodridge-Greene Valley and Knollwood Wastewater Treatment Plants including installation of new medium voltage and low voltage switchgears, diesel engine generators, transformers, new underground ductbanks, and associated sitework. Work also includes several utility relocations at both plants, architectural and HVAC upgrades at both plants, and other Work indicated in the Contract Documents. MBE (19.6%), WBE (6.9%)
