Site work and new construction of a military facility in Nellis AFB, Nevada. Working plans call for the construction of a 46,801-square-foot, one-story above grade military facility.

The U.S. Army Corps Los Angeles District is soliciting for a design and construction of a 4,348 SM Single Story 53rd Wing Squadron Operations and Operational Test (53 TEG) Facility, Nellis AFB, NV. Project Description: Design and Construct includes reinforced concrete foundations, concrete floor slab, structural steel frame with split faced concrete masonry units, gypsum wallboard, and a combination single ply membrane/standing seam metal low slope roof. Construct a 74 SM single story Information Transfer Building (ITB). Construction includes concrete foundations, structural steel frame with metal siding and concrete masonry support, gypsum wallboard, and a standing seam metal roof. These facilities will house operations areas, support areas, sensitive compartmentalized information facilities (SCIF), special access program (SAF) facilities, and communications support functions. This project also includes all: utilities; communications support; site improvements; pavements; electrical systems; heating, ventilation, and air conditioning systems(HVAC); fire detection and protection features; security enhancements; backup power generation; and other supporting work necessary to make a complete and useable facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building requirements. This project will comply with DoD Antiterrorism/Force Protection requirements per UFC 4-010-01. In accordance with Defense Federal Acquisition Regulations sub-part 236.204(ii), the estimated magnitude of this project is: Between $25,000,000 and $100,000,000. The total contract performance period is 720 calendar days. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction. The solicitation will be available on or about 16 June 2020 with proposals due on or about 16 July 2020. The acquisition will be conducted as a Full and Open Competition with Hubzone Price Evaluation Preference (FAR 19.1307) under a competitively negotiated source selection process. The acquisition strategy is 1-Step Best Value - Lowest Price Technically Acceptable (LPTA) procurement. Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. Non-cost factors (evaluation factors) may consist of the following: Past Performance Experience of the Prime Construction Contractor and the Lead Design Firm on projects similar in nature; Technical Approach; Project Management Plan; Schedule. The aforementioned evaluation factors may not be all inclusive. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments will be posted on www.beta.sam.gov. Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00. If the offeror is a large business, the firm will be required to submit a sub-contracting plan as part of its proposal package. It is the responsibility of the contractor to check www.beta.sam.gov frequently for any amendments or changes to the solicitation.
