This announcement constitutes a presolicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans and specifications, the instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE/ANNOUNCEMENT. FORMAL SOLICITATION WILL BE POSTED TO THE PIEE SITE. ELECTRONIC PROPOSAL SUBMISSION IS REQUIRED THROUGH PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE) at https://piee.eb.mil . Web Based Training for registration and proposal submission is available as a separate portal on the main page of the site or by visiting https://pieetraining.eb.mil/wbt/. Although you can search, review, and open non-restricted solicitations without logging in, you must establish a personal account in the system and register for the Proposal Manager role before you are able to submit a proposal. This account is activated by your Contractor Administrator (CAM). Instructions for registering are as follows: 1. Navigate to https://piee.eb.mil 2. Select Register [top right] 3. Select Vendor 4. Create a User ID and Password and follow the prompts [next] 5. Create Security Questions [next] 6. Complete your User Profile Information [next] 7. Complete your Supervisor or Approving Official Information. This official will act as the CAM who will ultimately approve your account. 8. Complete Roles - Step 1. Select SOL-Solicitation, Step 2. Select Proposal Manager, Step 3. Click Add Roles, Step 4. Fill in your Location Code (CAGE Code) [next] 9. Provide a justification for your registration [next] VERIFY ACCOUNT STATUS/CAPABILITIES. Once the Proposal Manager account has been approved, verify that your account is showing active under the profile page. Also, once you click on the specified solicitation, verify that the "Offer" tab is visible next to the "Solicitation" tab at the top of the page. The proposal will be submitted through the "Offer" tab. It is imperative that this is verified early in the process in order to mitigate any potential problems with the submission of your proposal. CONTRACT TYPE: The planned solicitation will result in a Firm Fixed Price Construction Contract. DESCRIPTION OF WORK: This construction project involves repairs/renovations to Buildings 6505, 6516, 6506, 6507 and 6502, and associated site work at Camp Shelby, Hattiesburg, MS. These buildings consist of three storage facilities, one administrative facility and one vehicle maintenance facility - all within a single fenced area. The work includes: -Various types of site demolition to include demolition of concrete paving; concrete slabs of previously demolished buildings; utilities such as electric, water, sewer, storm water, fiber, etc; fencing; and other miscellaneous items. -Various types of new site work to include new concrete and/or limestone aggregate, utilities, security fencing, etc. -Repairs/renovation of existing buildings to include replacing exterior metal wall panels; painting of building interiors and exteriors; repairing holes in metal roofs and single-ply membrane roofs; cleaning roofs; repairing gutters and downspouts; providing sealants on concrete floors; remodeling of bathroom facilities; replacing hollow metal man doors and hardware; replacing coiling steel doors; cleaning windows and providing a window film; providing signage throughout the buildings and site; providing new automated sprinkler systems and fire alarm systems with mass notification; performing modifications to existing gas lines in the facilities; providing a new compressed air distribution system; providing fluid distribution systems for vehicle maintenance; performing modifications to the existing and new heating, cooling and ventilation systems; providing new electrical and communications systems (including lighting, circuits, controls, receptacles, fiber optics, data outlets, etc). -Furniture, fixtures, and equipment. -Other miscellaneous work. -This project also includes handling of asbestos containing material and lead contaminated paint. - Please view attachment entitled "Camp Shelby Presol Notice Attachment 1" for site photos. MAGNITUDE OF CONSTRUCTION: $5M-$10M PLANNED SOLICITATION: The formal solicitation is expected to occur anytime between 15 and 30 days after the posting of this presolicitation. One Firm Fixed Price Construction award is anticipated from the solicitation, utilizing a Lowest Price Technically Acceptable procurement method. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a Total Small Business Set-Aside pursuant to FAR 6.203 and FAR 19.502-2. The NAICS code for this acquisition is 236220, which has a size standard of $39.5 million average annual revenue. The contractor must be registered in SAM.gov prior to award. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CDROMS or hard copy documents will be distributed. It is the responsibility of bidders to monitor beta.SAM.gov for notices and amendments. The method of contractor selection has not been determined at this time. Question Deadline 09/03/2025 It shall be incumbent upon all bidders to understand the provisions of the specifications and to obtain clarification prior to the time and date set for the bid opening. Such clarification will only be in form of a response to a written request and received not less than six (6) working days prior to the bid opening. 1.01 General Description: The project scope of work includes the replacement of air cooled chiller, chilled water pump, piping, and accessories. 1.02 Phasing of Work: BASE BID will be constructed in 180 Calendar Days. PART II - DESCRIPTION OF BID ITEMS: 2.01 Base Bid: Includes the replacement of air cooled chiller, chilled water pump, piping, and accessories as shown on plans and specifications.
