Statements of Qualification for the selection of a firm(s) ("Consultant") are being solicited by the Public Works Department ("Department") to provide Mechanical/Electrical/Plumbing (MEP) Consulting Services for planning, design, and renovation to public facilities as required by the Department. Facilities include general government office, fleet maintenance, and wastewater treatment. In addition to the standard MEP services, Consultant should have knowledge of fuel storage (gas, diesel, and oil) and transfer systems. Heating systems may include oil, natural gas, and geothermal. Services expected to be required, but not limited to, include pre-project planning, estimating, programming, design, bid and construction administration phases of the project delivery process or other services that are beneficial to the Department. The Consultant will render these services to the Department on an as needed basis, with no minimum or maximum amount of services specified or guaranteed. The Consultant shall assign at least one person with significant project planning and management experience to be available as the point of contact for all oversight efforts. A Selection Committee consisting of Town staff will evaluate qualifications. The firm(s) selected will be chosen based on qualifications. The Consultant may wish to include information on how fees would be developed. After selection of the firm(s), the Consultant shall enter into a Master Service Agreement for a three-year period with the Town. The Town will then negotiate a fee for each task A panel of not more than three Town of Groton staff will review the qualifications received and select not more than five of the most qualified firms to be interviewed by the panel. Interviews will be set up with the selected firms. Each firm will have 60 minutes to make a presentation to, and answer questions from, the panel. The panel will select the most qualified firm(s).
