Renovation of a mixed-use development in San Antonio, Texas. Completed plans call for the renovation of a laboratory facility.

All questions are to be submitted through the Bonfire portal by noon on July 10, 2020. The estimated construction budget is $589,000.00 which includes a $25,000.00 contingency We strongly recommend that you give yourself sufficient time and at least ONE (1) hour before Closing Time to begin the uploading process and to finalize your submission. Each proposal must be accompanied by a Proposal Security ("Bid Bond") on a form substantially similar to AIA Document A310 (1970 Edition) or on a form otherwise acceptable to the Owner, in the amount of five percent of the largest possible total proposal or proposals, including consideration of alternates, which sum shall be paid to Owner as liquidated damages in the event that the Offeror, if awarded the Contract, should fail within ten (10) calendar days after the date of the Notice of Award to execute and return the Contract, together with the Performance and Payment Bonds with acceptable surety. In lieu of a Bid Bond, as Proposal Security, Owner may accept a deposit of the amount of five percent of the largest possible proposal or proposals, including consideration for alternates, by cashier's check issued by a bank satisfactory to Owner. The Owner shall have the right to retain the security of all offerors to whom an award is being considered until either (i) the Contract has been executed and delivered by all parties and any required payment and performance bonds, evidence of insurance, and other submittals have been furnished, or (ii) all proposals have been rejected by the Owner. The District reserves the right to automatically revoke Board Award if the successful Offeror does not provide an original Certificate of Insurance with Performance and Payment Bonds in an amount of one hundred percent of the largest possible total proposal or proposal within ten (10) working days from Board Award Date. The Owner desires the promotion and involvement of SWMBE in construction. Therefore, pursuant to Owner's Board Policy CH(Legal), CH(Local) and CV(Local), Offerors are required to demonstrate good faith compliance with these policies. In order to determine the effectiveness of efforts to encourage SWMBE participation, Offerors shall complete and submit Document 00308, Small Women Minority Business Enterprises (SWMBE) Participation Plan. Owner defines a qualified SWMBE as a firm certified to do business as an M/WBE or SWMBE by any Federal or State Agency or Municipal Government, such as, but not limited to, the City of San Antonio, Via Transit, U. S. Department of Transportation, Small Business Administration-8A Certification Program, or State of Texas Procurement and Support Services. Any attempt to qualify a proposal, by legend upon the documents or otherwise, may lead to the rejection of that proposal as nonconforming. Owner reserves the right to award the Contract to any Offeror, at any time, within ninety (90) days after the opening of the proposals, to reject any or all proposals, to waive objection to any informality in the submission of the proposals and/or to terminate the procurement solicitation process in its entirety. Texas Gov't Code Chapter 2267, Section 2267.154, 2267.155, Owner and Architect reserve the right to discuss proposals with Offerors after proposals have been opened to allow for clarification and changes, and reserve the right to discuss with the best value Offeror options for cost reduction. Award of the Contract will be based upon the availability of funds. If the District is unable to reach agreement with the best value Offeror, the Owner shall terminate in writing, further discussions and proceed to the next Offeror in the order of the selection ranking until a Contract is reached, or all proposals are rejected. Owner shall take adequate precautions to ensure that information from competing proposals is not disclosed to other Offerors.
