**As of July 23, 2020, this project has a 130 day contract period from Notice to proceed to Substantial Completion. It is expected the project start date will be the beginning of September, 2020. This solicitation contains the bid form only for Sanitary Sewer System Rehabilitation Project Contract No. B4-2: Sanitary Sewer Rehabilitation. All questions/answers, addenda and bid documents can be found on Sanitary Sewer System Rehabilitation Project Contract No. B4-1: Sanitary Sewer Replacement and Spot Repairs. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) Contract No. B4-1: The work for this Contract generally includes, but is not limited to replacement of approximately 279 L.F. of 8-inch diameter sanitary sewer main; 30 L.F. of 4-inch diameter water main; 26 L.F. of 6-inch diameter water main; replacement of 3 manholes; completion of 4 spot repairs; associated demolition work; surface restoration; associated appurtenances; and all other work identified in the Contract Documents. Contract No. B4-2: The work for this Contract generally includes, but is not limited to cured-in-place pipe lining of approximately 7,712 L.F. of 8-inch diameter sanitary sewer main; 1,085 L.F. of 15-inch diameter sanitary sewer main; 771 L.F. of 18-inch diameter sanitary sewer main; reinstatement of 154 laterals; rehabilitation of 53 manholes; and all other work identified in the Contract Documents. Separate Bids will be received for Contract No. B4-1; Contract No. B4-2. Bids shall be on a unit price basis for Contract No. BF-1 and Contract No. B4-2 as indicated on each Bid Form. The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc. 369 East Park Drive, Harrisburg, PA. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 A.M. until 4:00 P.M. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted Electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Governments E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. The Borough of Carlisle reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough of Carlisle and to reject any or all proposals.
