This is a Locally-Administered, Federally Funded Project. In accordance with Contract Special Provision the successful bidder shall adhere to Buy America requirement. A Disadvantage Business Enterprise (DBE) participation goal of 16% is established. To be determined a "responsive" bidder, all bidders shall achieve good faith efforts meeting the DBE goal in accordance with 49 Code of Federal Regulations (CFR), Part 26, Appendix A. All Bidders shall be VDOT prequalified for determination as a Responsive Bidder. Generally, the project consists of pedestrian safety improvements on three roadways within Innovation Technology Park in Prince William County, Virginia. The project involves the design and construction of three sidewalks on University Boulevard, from Prince William Parkway (Route 234) to Cannon Creek Lane, on Innovation Drive, from University Boulevard (Route 840) to 0.402 miles south of University Boulevard (Route 840) and on Discovery Boulevard from University Boulevard (Route 840) to Asset Loop. The proposed project involves the construction of a 5-foot sidewalk with a variable width buffer strip between the roadways and the sidewalks. The purpose of the project is to provide pedestrian connectivity within the Technology Park. Work includes, but is not limited to, the installation of erosion control devices, clearing and grubbing, grading, excavation, supplying and installing storm sewers pipes and drainage structures, ditches, curb and gutter, concrete sidewalk, and asphalt paving, and all measures required for the maintenance of traffic during construction. All work shall be performed in accordance with the approved project plans and bid documents. The completed project must meet any and all requirements for final acceptance by the Virginia Department of Transportation.
