Site work and paving for a road / highway in El Dorado Hills, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The project, as more particularly described in the Bid Documents, includes all labor, materials, tools, equipment and services to perform asphalt maintenance - seal coat - to the Shadow Hills neighborhood located within the DISTRICT with the application of one heavy coat of asphalt sealer over the entire area to be sealed. The maintenance area, estimated at approximately 170,000 square feet, is depicted on the Attachments included in the Bid Documents. In addition, the work shall consist of restriping/re-lettering existing thermoplastic with white Cal Trans Spec traffic paint. Bidders must determine the quantities of work required and the conditions under which the work will be performed. All work shall be in accordance with approved DOT standards. In addition, Bidders are asked to submit an add-on bid proposals for crack-fill and repair work, as follows: o Crack fill within entire Shadow Hills subdivision; o Remove and replace sections of asphalt within Shadow Hills subdivision as depicted on Attachment 1 of the Bid Documents; o Remove and replace sections of asphalt within Stonebriar subdivision as depicted on Attachment 2 of the Bid Documents; o Repaint 8 speed bumps within Springfield Meadows and repaint stop/line at Stonebridge and Manchester as depicted on Attachment 3 of the Bid Documents. Each bidder must submit a Schedule for Performance of the resurfacing area and information as to how the bidder will handle community relations and time line for ingress and egress. Contractor's License Requirements. A bidder must be a contractor, holding a valid Class A license issued by the State of California, to perform the work for this project. The license must be active and in good standing as of the date of receipt of bids and must be maintained in good standing throughout the term of the contract. Minimum Wage Requirement. Bidders are hereby notified that, pursuant to Labor Code Sections 1770 et seq., the California Director of Industrial Relations has ascertained the general prevailing rate of per diem wages and rates in the locality where this work is to be performed. The prevailing rates are available on the State of California Department of Industrial Relations website at www.dir.ca.gov or from the DISTRICT at P. O. Box 5266, El Dorado Hills, CA 95762. It shall be mandatory upon the Contractor to which the contract is awarded, and upon any subcontractor under the Contractor, to pay not less than the specified prevailing wage rates to all laborers, workers, and mechanics employed in the execution of the contract. Each bid shall be accompanied by a certified check, cashier's check or bidder's bond payable to Rolling Hills Community Services DISTRICT for an amount equal to ten percent (10%) of the amount of the bid. This guaranty will be forfeited to, paid to or retained by the DISTRICT as damages should the bidder to which the Contract is awarded fail to enter into the contract or fail to present satisfactory bonds and/or insurance, as detailed in the Bid Documents, within ten business days of receipt of the DISTRICT's Notice of Award of the Contract. A bidder's bond must be issued by a California admitted surety, and comply with applicable law Substitution of "or Equal" Materials. A bidder may propose one or more "equals" or substitutions for products listed in the Bid Documents by manufacturer name, brand or model number, unless the Bid Documents specify that the product is necessary to match others in use. Complete information for products proposed by a Bidder as an equal must be submitted to the Project Manager for review, at least ten business days before the time specified for bid opening in accordance with the Instructions to Bidders contained in the Bid Documents. Payment (Labor and Materials) and Performance Bonds. The successful bidder will be required to furnish a Payment (Labor and Materials) Bond in the amount of one hundred percent (100%) of the contract price, a Faithful Performance Bond in the amount of one hundred percent (100%) of the contract price, and a Maintenance Bond in the amount of ten percent (10%) of the contract price. The bonds must be obtained from an admitted surety and comply with applicable law. The successful bidder will also be required to furnish insurance as set forth in the Bid Documents. Permits. The successful bidder shall apply for and obtain at its cost any permits required for all work, except as otherwise specified in the Bid Documents. The purpose of the Pre-Bid Conference is to review the bid requirements, to receive bidder questions and to review the sites. Each bidder is responsible for signing the attendance sign-in sheet at the Pre-Bid Conference to ensure qualified bid status. Attendance at the entirety of one of the pre-bid conferences is mandatory and is a pre-qualification for a bid to be deemed responsive. Award of Contract. A. Each bidder shall comply with and agree to all instructions and requirements in this Notice Inviting Bids and in the Bid Documents. All bids must be submitted on the prescribed bid proposal form included in the Bid Documents. B. The DISTRICT reserves the right to reject any or all bids or to waive any informalities in a bid. The DISTRICT will award the contract, if awarded, to the responsible bidder with the lowest responsive bid and whose bid proposal complies with the requirements prescribed. Such award, if made, will be made within ninety (90) calendar days after the opening of the proposals. All bids shall be valid for a minimum of (90) days after the scheduled date for the opening of bids. Notice of Compliance Monitoring. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All Bidders and listed subcontractors must be registered with the Department of Industrial Relations at the time of bid submission.
