New Braunfels Utilities invites the submittal of responses to this Request for Proposals (RFP) from qualified firms interested in providing construction services in connection with the installation of approximately 6,300 linear feet ("LF") of 33 inch sanitary sewer line to include a 750 LF siphon across the Guadalupe River using horizontal directional drilling, and 2,250 LF of microtunneling under the City of New Braunfels' right-of-way and open cut installation with an average depth of 20 vertical feet ("VF"). Approximately 300 LF of sewer line will be replaced in place and by-pass pumping will be required. An existing 30 inch sewer pipe under Schlitterbahn shall be inspected and rehabbed using cured in place pipe ("CIPP"). NBU has established a target commencement date for construction activities as September 15, 2020. The projected substantial completion date is estimated to be June 30, 2021, with a final completion date of January 28, 2022. NBU reserves the right to phase the construction of the Project or modify the schedule as needed and determined by the NBU Board or staff due to modifications in scope. Each proposal must be accompanied by an approved Bid Bond in the amount of 5% of the proposal cost, payable to the New Braunfels Utilities without recourse, as a guarantee respondent will enter into a contract at the stated price. Questions regarding this RFP or the services requested must be sent to the Manager of Purchasing purchasing@nbutexas.com before June 24, 2020, at 2:00 p.m. CST. The Board of Trustees of New Braunfels Utilities reserves the right to reject any or all of the proposals, to waive formalities, and to make an award to an Offeror in the order of ranking as outlined in this RFP and that the Board of Trustees determines will be the best value to New Braunfels Utilities. Location The facility sewer line will start at the aerial crossing at Prince Solms Park, follow along Liebscher Road, E. South Street, Washington Avenue, and Cross River Street in New Braunfels, Texas. Estimated maximum construction budget is approximately $7,281,000. This includes all incidental and contingent expenses associated with the construction ofthe Project.
