Abandoned Gas Station Cleanup Fund Grant Investigation and Remediation at 439 South Detroit Street, Kenton, Ohio. The Hardin County Board of Commissioners (Hardin County) have been awarded a $250,000 Ohio Development Services Agency Abandoned Gas Station Cleanup Grant (ODSA AGSCG). Hardin County will select a qualified environmental consulting firm to complete the investigation and remediation of a former gas station located at 439 South Detroit Street, Kenton, Ohio. The Property includes permanent parcel numbers 361000190000, 361000200000, 361000210000, 361000220000, 361000230000, and 361000240000. The property is the site of a vacant, one-story building (approximately 500 square feet) and is believed to contain three gasoline USTs (one 500 and two 1,000-gallon tanks). The actual number and size of the USTs on the property will need to be confirmed during the grant-funded investigation. An Ohio VAP Phase I Property Assessment and geophysical survey have been completed for the Property. Hardin County is expected to submit and achieve a Bureau of Underground Storage Tank Regulations (BUSTR) No Further Action (NFA) determination at project completion. Doll, Administrator Hardin County Regional Planning Commission Office Hardin County Courthouse One Courthouse Square, Suite 130 Kenton, Ohio 43326 Email: hcrpc@co.hardin.oh.us SCOPE OF WORK Professional Services: Complete BUSTR Tier 1 Investigation Prepare Remedial Action Plan (RAP) or Interim Response Action (IRA) Notification based on results of the Tier 1 Investigation Enter into subcontract with remediation and/or demolition contractors to complete remedial actions to achieve NFA Oversee remedial activities and collection of confirmation samples and lab analysis Prepare RAP or IRA Completion Report Anticipated Remedial Actions: Removal and off-site disposal of: On-site building and foundation Surface pavement USTs and their contents UST piping Petroleum-contaminated soil and, if encountered, groundwater Asbestos survey of the existing one-story building and abatement of any asbestos found Site restoration including backfill, compaction and seeding to a commercial standard Consultants are asked to prepare a response that is organized based on the following rating factors so that each submittal may be effectively and efficiently reviewed. Responses will be reviewed based on the rating factors and evaluated by Hardin County. Each response will be rated based on the points allocated to each criterion, for a total score of between 0-100. Criterion #1 - Company Background and Related Experience in Hardin County - 20 points. The response should include a review of the professional services background and experience of the firm and principal(s). It should include a history of the firm and principal(s) and the number of employees as well as a listing of previous experiences similar to the requested work, including any previous experiences in Hardin County. Criterion #2 - Familiarity and Past Experience with ODSA, USEPA, Ohio EPA or Other Assessment/Remediation Grants - 25 points. The response should include a description of the firm's demonstrated success completing ODSA, USEPA, or other assessment and remediation grants. Criterion #3 - Familiarity and Past Experience with Ohio VAP Property Assessments, UST Remediation, and No Further Action Declarations - 25 points. The response should include a description of the firm's familiarity and past experience with Ohio VAP Property Assessments, BUSTR regulations and investigations, UST removals, NFA declarations, and applicable State of Ohio and/or federal standards and requirements. Criterion #4 - Project Understanding - 20 points. The response shall describe in detail the services to be rendered to complete the project, including alternative considerations and evaluations that may be prudent to undertake to effectively minimize the project budget and most satisfactorily achieve the project goal. Specific points of understanding should be listed to include the professional approach to the project with any related economic benefits that may impact efficiency and effectiveness. Criterion #5 - Project Team - 10 points. The response should list key personnel who will work on this project and their qualifications and experience as well as their proposed roles on the project. Responses should confirm that the project team is available to begin work on this fast-paced project immediately upon receipt of written authorization from Hardin County. The method of contractor selection has not been determined at this time.
