Site work and paving for a mixed-use development in El Paso, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

**The estimated project budget is in the range of $2,000,000.00 - $2,800,000.00. Last Day for Bidders to Submit Written Questions July 8, 2020 Answers furnished during the conference will not be official until verified in writing by the issuing office. You may address questions to the Procurement Analyst, Crystal Paz, in writing at pazcm@elpasotexas.gov. Any other communications, oral or in writing, with any person are strictly prohibited. Attendance at the pre-bid conference is optional for all bidders intending to submit a bid for the units and services. This project involves the enhancements of ADA sidewalks, ADA ramps, and ADA driveways along Montana Avenue, beginning from Raynor Street and continuing up to Chelsea Street. The limits of construction are approximately 25 west of Raynor Street along Montana Avenue and approximately 13 east of Chelsea Street along Montana Avenue. The demolition of this project will consist of the removal of existing sidewalks, driveways, and other existing features. Safety lighting poles, fire hydrants, and streets signs will be relocated to provide a clear path along the sidewalk. The Montana Rapid Transit System Pedestrian Enhancements Project consists of the construction of ADA compliant sidewalks, ramps, driveways, curb and gutter, and rolled curb and gutter, a new concrete flume and repair of approximately two feet of pavement adjacent to the curb and gutter. The roadway surface repair should match existing HMAC. The sidewalk will be installed on the north and south side of Montana Avenue. Trees, and landscape ground cover, will be installed on bulbouts and other areas. An irrigation system will be installed to service the new landscape features. Various street signs, fire hydrants, and street lights will be relocated or replaced. The Montana Rapid Transit System Pedestrian Enhancements Project consists of relocation and installation of signal poles and signal head upgrades and installation of Accessible Pedestrian Signals (APS) at the intersections of Montana Avenue and Raynor Street and Montana Avenue and Chelsea Street. The fire hydrants along Montana Avenue will be replaced and relocated under Base Bid II - COEP Base Bid I: All improvements discussed above which includes partial roadway improvements, landscaping and irrigation systems, and all related improvements. Base Bid II: Covers costs related only to fire hydrant relocation and reconnection. The Owner reserves the right to accept or reject any or all bids and, to the extent permitted by law, to waive informalities or irregularities that are not material, such as failure to submit sufficient offer copies, literature or similar attachments or business affiliation information. All bids are to be prepared and submitted in accordance with the provisions of the Information for Bidders, and the City reserves the right to consider any bid, therefore, subject to rejection as being nonresponsive to the bid request. The Owner may, in its sole discretion, determine that any non-material defect in the bid is harmless if such defect relates to an element that is not material, mandatory or essential to the responsiveness of the bid, and the Owner may accept the bid in spite of the existence of a harmless non-material defect. Any bid received after the time and date specified shall not be considered. No Bidder may withdraw a bid within ninety (90) consecutive calendar days after the actual date of the opening thereof Upon receipt of such written notice, the Contractor will proceed to verify the availability of the required materials or equipment needed to perform the project and submit shop drawings to the Capital Improvement Department or Owner-designated representative within twenty-one (21) calendar days from issuance of Notice to Proceed with Submittal Phase. If problems are encountered in the availability of materials or equipment, the Owner will be notified in writing immediately prior to scheduling of the Preconstruction Conference The Bidder agrees to commence work on a date to be specified in a written Notice to Proceed issued by the Owner. The Contract Time shall begin on the date to commence work specified in the Notice to Proceed and shall run thereafter for One Hundred and Eighty Two (182) Standard Workweek Days. Bidder further agrees to pay, as liquidated damages, the sum of One Thousand Two Hundred dollars and Zero Cents ($1,200.00) for each working day after the expiration of the Contract Time. The unit price quantities of this contract are estimated The Contractor and any subcontractor under him shall pay not less than the general prevailing wage rates contained herein, to all laborers, workmen and mechanics employed by them in the execution of this contract. The general prevailing wage rates contained herein shall be posted at the construction work site in a prominent and accessible place where it can be easily seen by all laborers, workmen and mechanics employed on the project. Pursuant to Chapter 2258, Texas Government Codes, the Contractor shall forfeit as a penalty to the City of El Paso sixty dollars ($60.00) for each laborer, workman or mechanic employed, for each calendar day, or portion thereof such laborer, workman or mechanic is paid less than the said stipulated rates for any work done under this contract, by him, or by any subcontractor under him.
