North Range Target House Camp Blanding The State of Florida, Department of Military Affairs (DMA), Construction & Facility Management Office (CFMO) requests qualifications from Professional Services Firms for Architectural-Engineering (A/E) services for DESIGN and Development of Construction Documents for the Design and Construction of the North Range Target House, Starke, Florida. No individual verbal communication shall take place between any applicants and the Owners, or Owners' representatives. Request for any additional information, clarifications, or technical questions must be requested in writing via email to the POC listed above no later than the date indicated in this document. Respondents to this solicitation or persons acting on their behalf may not contact, between the release of the solicitation and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Violation of this provision may be grounds for rejecting a response. This Agency will contract with a single entity who shall provide all services per NGR 415-5, Architect-Engineer Services for all phases of the design and construction during the project life cycle Site Investigation, Design, Procurement and Bid Phase, Construction Administration and Administrative Closeout including but not necessarily limited to, attendance at User design conferences to finalize the project design, prioritize project components/additive bid items, programming, schematic and preliminary designs, preconstruction services, constructability reviews, complete design and engineering, life cycle cost analysis, construction documents and technical specifications, detailed line-item construction cost estimates, acquisition of permit modification, State Fire Marshal review permit, Form DD1354 (NGB form provided by owner), and construction administration services required to provide a complete facility. Total project will be designed to current Florida Building Codes (FBC), current local building codes, current Florida Energy codes, American Disability Act criteria. The design firm shall review the project for inclusion of LEED in accordance with Unified Facilities Criteria (UFC) and Assistant Secretary of the Army (Installations, Energy and Environment) Sustainable Design and Development Policy Update. The A/E will also need to provide technical assistance and signed/sealed documents to aid the General Contractor to secure the required building permits. Construct a 16'x20'x 8' tall concrete block building with corrugated metal roof with 6 clear fire retardant panels for natural light. Building to have one steel personnel door and 1 - 8' wide steel rolling service door in one end of the building. Building to have wooden trusses, with Hardie panel for exterior soffits and fascia. Foundation to be monolithic concrete slab. The building will not require any utilities or communications. Contractor responsible to furnish all necessary equipment, material and labor to complete the project, including the removal and disposal of all debris off CBJTC property. Permitting is the responsibility of the contractor. All work to be done in accordance with current codes, regulations and requirements of Clay County, the State of Florida, the Florida Army National Guard and the final set of construction documents. SELECTION INFORMATION: s. 287.055(3) does not apply s. 287.055(4) does not apply DMA will evaluate current statements of qualifications and performance data on file with the agency, together with those that may be submitted by firms regarding this project. DMA will evaluate adequacy of personnel, past record, experience, whether the firm is a certified minority business enterprise, and proximity to the project site. All firms shall have an active office within 150 miles of Camp Blanding Joint Training Center. Interested firms shall submit information using FNG Form 5112. . Question Period Ends 6/30/2020 A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. The State of Florida requires all Vendors to implement a drug free workplace program as defined in 287.087, Florida Statutes.
