These contracts are intended to be aligned geographically, with one contract primarily used for the "West" - Western Pennsylvania (west of Harrisburg) as well as West Virginia, one primarily used for the "East" - the remainder of Pennsylvania, along with Delaware and the southern counties of New Jersey (from Trenton south), and the last primarily used for work in the "South" - Virginia (excluding the counties of Arlington, Fairfax, Loudoun, Prince William and the cities of Fairfax, Falls Church and Alexandria) and Maryland (excluding the counties of Prince Georges and Montgomery). However, work from any of the geographical area may be added to either of the contracts at the discretion of the Government. At the time of proposal submission, offerors will indicate if they wish to be considered for one, two, or all three of the contracts. However, offerors are to provide only one proposal in response to this synopsis. Firm fixed price contracts are contemplated utilizing Federal Acquisition Regulations (FAR) Part 36.6 (Brooks Act) selection procedures. After award, the contract work shall be performed in accordance with the issuance of task orders. The value of individual task orders executed under the contracts may range from $2,500.00 to $250,000.00. However, the Government makes no representation as to the number of task orders or the actual amount of work to be ordered under an individual task order. The minimum guarantee for each contract shall be $2,500.00 for the entire contract period (including Option years). The contracts will include hourly rates for anticipated disciplines at various levels for use in negotiating fixed price task orders. The Maximum Order Limitation (MOL) for each contract will be $10,000,000.00. The total period of performance for each term contract will be one (1) base year and four (4), one-year Options. Options to extend the contract term will be based on the firm's performance in the previous year. The Government will reserve the unilateral right to exercise (or to not exercise) any option period in accordance with FAR 17.207, Exercise of Options. This procurement will be a total Small Business Set-Aside. The NAICS (North American Industry Classification System) Code for this procurement is 541330, Engineering Services. The annual Small Business Size Standard is $16.5 Million. The task orders under the contracts will involve engineering design services to support projects for repair and alterations, renovations, and modernizations of federal facilities. Task orders may require mechanical, electrical, fire protection, structural, incidental architectural, and energy-related design services. Task orders may also require the incorporation of sustainability, security, and incidental interior design services with sensitivity towards historic buildings. The projects supported by these contracts will entail repair and alteration work in federal facilities and will generally be for projects valued up to $5 million in construction costs. Most projects will also involve occupied buildings, many of which are historically significant. The scope of engineering services includes, but are not limited to, the following: programming pre-design the preparation of feasibility studies the preparation of Request for Proposal packages for Design-Build projects job-site investigation complete engineering and design services, such as mechanical, electrical, plumbing, civil, structural, fire protection, vertical transportation, life safety, security, historical, code compliance, and incidental architectural) cost estimating building commissioning procurement support post-construction award services; and other related supplemental services if so requested by the Government. Hazardous materials such as incidental asbestos and lead may be encountered in some existing facilities. The firm's Industrial Hygienist will be required to identify and quantify the types and locations of hazardous materials that may be abated during construction and will be required to provide abatement recommendations. Furthermore, knowledge of airborne pathogen concerns and associated mitigation are required. Certain projects may be designed and constructed in metric, System International (SI) units in accordance with Public Law 100-576, the Omnibus Trade & Competitive Act of 1988, the Metric Conversion Act, and Executive Order 12770. Firms are to submit, to the below recipient, an electronic copy of the completed Standard Form 330, Part I and Part II (rev. 08/2016) for the prime offeror (SF 330 should also include teams key sub-consultants) addressing the selection criteria information as well as a letter of interest identifying this announcement by solicitation number and identifying the firm's DUNS number. The SF 330 is limited to 50 pages, numbered "1" through "50". If more than 50 pages are submitted, the Government will only review the first 50 pages submitted. Firms are required to apply page numbers to their proposal. The cover, cover letter/letter of interest, and Part II - General Qualifications of SF 330 are not included in the 50 page total. Small Business firms having the capabilities to perform the services described herein are invited to respond to the following recipient no later than March 12, 2021, at 2:00 p.m. (Local Philadelphia Time): John C. Firms must separately address the evaluation factors and relate where information can be found in the submittal package relevant to each factor. A formal pre-submission conference will not be conducted. However, questions may be submitted to Mr. Hofmann. All questions must be received by February 24, 2021. Responses to questions will be provided via Amendment and posted to the Contract Opportunities section of beta.SAM.gov. The method of contractor selection has not been determined at this time.
