Each bidder shall be prepared to furnish the owner with satisfactory evidence of their competency to perform the work contemplated. Each bidder will be required to submit with their bid, a certified check, cashier's check or bid bond in the amount 5% of their bid, made payable the City of Santa Rosa. The City Council agrees to carefully canvass and consider each bid submittal. In consideration thereof, no bids may be withdrawn after the scheduled closing time for receipt of bid for at least 90 calendar days.
