Purpose of the Request for Proposal (RFP) The City of Trenton, Department of Water and Sewer is soliciting sealed Request for Proposals through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. from qualified companies (the "Firm" or "Firms") to provide Engineering and Consulting Services. This contract shall be awarded for a period of one (1) year. TWW is seeking qualified engineering consulting firms to submit proposals to provide the professional services for the successful completion of TWW's LSLRP Phase 2 and Phase 3. Note that Phase 3 services shall cover the project needs up to and including bid phase services. Phase 3 construction phase services will be solicited by TWW under a future RFP once the financing of this project phase becomes more certain. All work performed shall comply with the Lead and Copper Rule (LCR) requirements. The scope of services is given below. All project deliverables should be provided to TWW in editable format for their future use as property of TWW. 1. Provide assistance with TWW's loan and grant applications for the LSLRP, 2. Provide assistance with grant applications, 3. Provide project planning support, 4. Provide construction bid services, 5. Coordinate and provide construction management services, 6. Write draft reports for the NJDEP, 7. Manage inventory and project data through ArcGIS, 8. Assist TWW with public communication and outreach, Questions must be submitted in writing to igarcia@trentonnj.org If changes are made to the RFP, an addendum will be advertised in the Trenton Times and on the City's website. Acknowledgement of Addenda is mandatory. Your proposal shall be rejected for failure to submit Acknowledgement of Addenda. TYPE OF CONTRACT The contract will be in the form of services contract executed between the City of Trenton and the selected firm. At the City's discretion, the payment schedule proposed by the selected firm or firms and the term of the contract would be subject to adjustment and negotiation between the City and the selected firm. INSURANCE REQUIREMENTS 1. Worker's Compensation and Employer's Liability Insurance This insurance shall be maintained in force during the life of this contract by the Respondent covering all employees engaged in performance of this contract in accordance with the applicable statute. Minimum Employer's Liability $500,000. The City of Trenton shall be named as additional insured. PREVAILING WAGE ACT (WHEN APPLICABLE) Pursuant to N.J.S.A. 34:11-56.25 et seq., successful Respondent on projects for public work shall adhere to all requirements of the New Jersey Prevailing Wage Act. The contractor shall be required to submit a certified payroll record to the OWNER within ten (10) days of the payment of the wages. The contractor is also responsible for obtaining and submitting all subcontractors' certified payroll records within the aforementioned time period. The contractor shall submit said certified payrolls in the form set forth in N.J.A.C. 12:60-6.1(c). It will be the contractor's responsibility to obtain any additional copies of the certified payroll form to be submitted by contacting the Office of Administrative Law, CN 049, Trenton, New Jersey 08625 or the New Jersey Department of Labor, Division of Workplace Standards. Availability of Funds Pursuant to statutory requirements, any contract resulting from this proposal shall be subject to the availability and appropriation of sufficient funds annually. The method of contractor selection has not been determined at this time.
