Metro is requesting proposals for Design Services for a Commercial Food Waste Processing Facility at Metro Central Transfer Station. Proposals will be due as indicated on the RFP cover page. Metro is a regional government that serves 1.8 million people living in Oregon’s Clackamas, Multnomah and Washington counties, and the 24 cities of the Portland metropolitan area therein. Metro is responsible for the disposal of solid waste generated within its jurisdictional boundaries, coordination of waste reduction programs in the region, and administration of the 2030 Regional Waste Plan. City and county governments are primarily responsible for development and implementation of local collection programs, with collection services provided by franchised, permitted or otherwise regulated privately-owned haulers. Metro owns two transfer stations, Metro South in Oregon City and Metro Central in Portland. The majority of the operations of these transfer stations is contracted to a private firm. The purpose of this request for proposals is to solicit design services for a Commercial Food Waste Processing Facility at Metro Central Transfer Station. This facility will add to the services Metro provides the region and expand the region’s capacity for food waste processing. Metro intends to award this to a single firm to provide the services required. Metro will review proposals and may select finalists for further examination which may include interviews.
