The City of Youngstown is requesting statements of qualifications from experienced and qualified engineering consulting firms to provide professional engineering services for wastewater capital improvement projects related to sludge handling at the Wastewater Treatment Plant. The services may include analysis, planning, surveying, preparation of engineering plans and specifications, permitting, cost estimating, construction administration, and construction supervision. The specific projects may include, but are not limited to: sludge storage, pumping, dewatering, drying, and disposal, as well as related ancillary processes. Statement of Qualifications shall include the following:
1) Cover Letter / Letter of Interest (1 Page Maximum)
2) History of the Firm (1 Page Maximum)
a. Provide the firm's name, contact information, and brief back ground.
b. List the location of the office where the majority of the work will be performed.
3) Key Personnel (4 Page Maximum)
a. Identify the Project Manager who will have primary contact with the City on a day-to-day basis. The Project Manager must be licensed to practice in the State of Ohio and must demon- strate experience as an engineer with a focus on wastewater capital improvement projects.
b. Identify other key staff members by name and title with brief resume including professional certifications, years of experience and physical office location. Include staff members responsible for engineering in each discipline.
c. Provide availability of the assigned staff.
4) Qualifications and Experience (4 Page Maximum)
a. Provide related relevant project experience
b. Demonstrate an understanding of the City of Youngstown and identify related past experience working with the City of Youngstown
5) References (1 Page Maximum)
a. Provide a minimum of three (3) references that the City may contact. The submittal must be a maximum of ten (10) pages, not including the cover, cover letter or table of contents, using 8 x 11 size paper with type no smaller than 10 point Arial font. A page shall consist of one side of a sheet of paper with text, graphics, etc. If both sides of a sheet of paper have text, graphics, etc., or if 11 x 17 foldouts are used, that shall be considered as two pages Responding firms shall be evaluated and ranked by the City. The City shall enter into negotiations with the most highly ranked firm based on an evaluation of the Statement of Qualifications. A black out period during the selection process is in force and no contact of City Officials or Employees regarding the project during this solicitation is permitted. As of September 29, 2020, this project is currently under evaluation stage. A notice of intent to award a design firm has not been scheduled. A construction timeline has not been determined.
