The electrical system of East District plant was heavily damaged by past hurricane and storm events resulting in wet breakers, arc flashing and equipment shorting. The assessment of the panels and electrical system is necessary to identify safety hazards and electrical failure source so that we can identify replacements needed for equipment. Motor control centers and electrical panels need to be elevated above the flood plain. Belt press building has rotted frame supports and is no longer structurally sound and serves as the protection for costly equipment sludge equipment. The EDWWTP was inundated by flood waters from Harvey in 2017 causing extensive damage to the belt press building and pumps at the WWTP. Due to the flood waters it was impossible to access and assess the plant safely directly after the hurricane event and due to the identified threats and risk realized from this event, Employee safety is also a concern due electrical damage, break ins, potential chemical exposures, in addition to failing plant equipment. The project is included in the city's Capital Improvement Program (CIP).
