The extent of the work involved is as follows: Reconstruction of Runway 16/34, including modifications to the edge lighting system at the Creston Municipal Airport. The work under the contract shall actively commence within ten (10) days of the Notice to Proceed, and all work related to Phase I Improvements shall be completed by November 25, 2022. It is anticipated that the notice to proceed will be issued for work to start on or after August 15, 2022. At the completion of Phase I Improvements, Runway 16/34, Connecting Taxiway, Runway End 16 Turnaround and Runway End 34 Turnaround shall be open for operation without edge lighting and/or airport navigational aids. It is anticipated that Runway 4/22 will remain closed until seeding is established. All work related to Phase II Improvements work may be completed concurrently with Phase I Improvements. The contract time for Phase II Improvements assumes that some work related to Phase II Improvements will be completed concurrently with Phase I Improvements and that all work related to Phase I Improvements must be completed by the contract time stated above and all Phase II Improvements must be completed by May 21, 2023. Once work commences on Phase II in the Spring of 2023, the contractor must actively work on the project until completion of Phase II is completed. This project is subject to liquidated damages as prescribed within the project manual. Bidders shall not be permitted to withdraw their bids for a period of ninety (90) after the date set for opening bids. The Owner reserves the right to reject any and all bids and to waive any informality in the bids received in the best interest of the Jurisdiction. Award will be subject to concurrence in award from the Federal Aviation Administration and upon the Owner receiving Federal funding assistance under the Airport Improvement Program. Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety approved by City of Creston and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless City of Creston from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of one year from one year from the date of final acceptance of the work. Payment to the Contractor for said construction will be made in cash from cash on hand in any fund of said City which may be legally used for such purposes and a Federal grant-in-aid from the Federal Aviation Administration.
