Please note that bids will only be considered by those bidders and subcontractors currently pre-qualified with the Georgia Department of Transportation. The work consists of furnishing all labor, equipment, and materials and performing all work in strict accordance with the plans and specifications for: Runway Pavement Rehabilitation and EMAS Installation The location of the work is at the Cartersville-Bartow County Airport, Cartersville, Georgia. Prospective bidders should read the following instructions carefully before submitting their bids. For each item on the bid form there is a space provided for the price to be shown in numerals and words. All notations must be in ink. Totals read at the opening of bids are not guaranteed to be correct and no final award of contract will be made until the bid and extensions have been verified. A Bidder's bond must be executed on the form furnished by the Owner, and the required bond, cash, cashier's check, or certified check must accompany each proposal, in the amount of 5% of the total amount of the proposal. A 100% performance bond and a 100% payment bond will be required of the Contractor at time of contract execution. A Georgia Resident Agent must countersign all bonds from a surety company authorized by law to do business in this State pursuant to a current certificate of authority to transact surety business by the Commissioner of Insurance; no bond shall be approved unless the surety is on the United States Department of Treasury's list of approved bond sureties. The successful bidder will be required to provide the Owner with the affidavit required by OCGA 36-91-21 (e) Competitive Award Requirements. Bidders shall propose on both a standard and compressed construction schedules: 1. Standard Construction Schedule (Base Bid) - All work under the Base Bid, Base Bid - Additive 1, and Base Bid - Additive 2 Schedules shall be completed within One-Hundred Twenty (120) calendar days. Runway closures will be permitted either daily or nightly (12 hours each day or night), as well as one full runway closure of 14 calendar days to perform final paving and shoulder work. The runway must return to service after each closure. 2. Compressed Construction Schedule (Alternate Bid) - All work under the Alternate Bid, Alternate Bid - Additive 1, and Alternate Bid - Additive 2 Schedules shall be completed within Sixty (60) calendar days. The runway will be closed for a full 14 calendar day period followed by multiple 3-day weekend closures. During closures, continuous day and night work is expected. The runway must return to service after each closure. 3. Schedule A: EMAS Runway 19 End - All work under Schedule A shall be completed within Fifteen (15) calendar days. 4. Schedule B: EMAS Runway 1 End - All work under Schedule B shall be completed within Fifteen (15) calendar days. Liquidated damages for delays in completion will be $10,000 per day. Damages for delay in opening the runway after each closure will be $1,000 per hour. Total Liquidated damages will be capped at $10,000 per day. Payment will be made monthly on completed work. Retainage will be held by the Owner to a maximum of ten percent (10%) of each progress payment. They may be examined at these offices without charge. A non-refundable deposit of $50.00 is required for an electronic copy of the plans and biddocuments in pdf format sent via email. Construction Plans and Specifications may be obtained at the office of the Engineers. All Contractor's must be on the plan holders list in order to be considered for work on the project.
