Sealed bids will be received by the Water & Sewer Authority of Cabarrus County for the furnishing of all materials and construction of the Lower Rocky River Interceptor Rehabilitation Project. The Project consists of cured-in-place pipe lining of approximately 2,570 LF of existing 30-inch sewer main, replacement of approximately 82 manhole flat tops, manhole rehabilitation consisting of 1,061 vertical feet of cementitious liner, and associated work. The Bidder is required to make positive efforts for minority business participation in accordance with State G.S. 143-128.2. The Bidder shall identify efforts made in this regard and list minority business enterprises that will be used on the project as required in the bidding documents. Bidders must make positive efforts to utilize minority businesses. Bidders shall have a goal of ten percent (10%) for participation of minority business enterprises in construction contracts awarded pursuant to NCGS 143-128.2. All bids must be accompanied by a 5% bid bond and shall be subject to the conditions provided in the Instructions to Bidders. The Bid security of the apparent Successful Bidder will be retained until Owner awards the contract to such Bidder, and such Bidder has executed the Contract Documents, furnished the required contract security, and met the other conditions of the Notice of Award, whereupon the Bid security will be released. If the Successful Bidder fails to execute and deliver the Contract Documents and furnish the required contract security within 10 days after the Notice of Award, Owner may consider Bidder to be in default, annul the Notice of Award, and the Bid security of that Bidder will be forfeited. Such forfeiture shall be Owner's exclusive remedy if Bidder defaults. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Owner reserves the right to reject Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the Work described therein.
