Renovation of a municipal facility in San Diego, California. Completed plans call for the renovation of a 425,400-square-foot municipal facility.
Questions regarding this RFP shall be submitted in writing to the Contracting Officer Carlos Santiago.Oral explanations or responses to Questions will not be binding upon the County The County of San Diego (County) is requesting proposals(Proposal) from firms qualified to provide Construction Manager at Risk services for the preconstruction and construction phases of the Hall of Justice Major Systems Renovation Project. The delivery method for this Project is "Construction Manager at Risk" (CMAR) and will consist of a preconstruction phase for the entire Project ("Option 1") and, at County's discretion, Options consisting of preconstruction and construction phases for components of the project. During Option 1, the CMAR will collaborate with the County and Architect/Engineer on existing conditions, design, constructability, cost, and schedule of the Project and develop a phasing plan and cost allocation for the remainder of the options. Once the County exercises a subsequent option, the CMAR will prepare a Guaranteed Maximum Price (GMP) for the construction phase of that Option. Upon County acceptance of the GMP, the County may exercise its option for the construction phase. If the County and the CMAR do not agree upon a GMP for an Option, the County will not exercise its option for the construction phase. The budget not to exceed for this project is $55,000,000.00. The Hall of Justice located at 330 W Broadway, San Diego, CA 92101, was constructed in March of 1996. The facility is occupied by several County of San Diego (County) departments including the Sheriff, Health and Human Services Agency, Child Support Services, Auditor & Controller, Probation, and the District Attorney, as well as the San Diego Superior Court. The building is south facing with fourteen above grade levels, three underground parking levels and is approximately 425,400 square feet. The buildings' major systems infrastructure is primarily original to the building construction and has been in operation for nearly 26 years without any major renovations, and with only basic maintenance and repairs occurring as required. The proposed project includes but is not limited to renovate the Hall of Justice for fire/life safety and major mechanical, electrical, and plumbing systems, vertical transportation, window seals and platforms, architectural items and ADA code issues. The facility will be occupied during construction. Off hours and weekend work is to be expected. All contractors and workers must have County-issued badges. The project is currently in the schematic design phase.
