The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct Crosstrail Boulevard Segment C. Crosstrail Boulevard Segment C consists of a four (4) lane-median divided roadway connecting Sycolin Road and the Dulles Greenway. The length is approximately 2,700 linear feet and it includes a four-span bridge over the southtributary to Sycolin Creek (the Project). The general scope of work includes, but is not limited to, all surveying, construction layout, maintenance of traffic, earthwork (including the removal of unsuitable material), rock excavation, erosion & sediment control, other environmental controls, safety procedures, and complete compliance with all applicable permits, to include but not be limited to, Virginia Stormwater Management Program (VSMP)/Stormwater Pollution Prevention Plan (SWPPP) requirements, building trade permits, and environmental permits. A performance bond satisfactory to the County, executed by a surety company authorized to do business in Virginia with an A.M. Best's Key Rating of Level A or better and in a financial size of Class VII or higher, or otherwise secured in a manner satisfactory to the County, for the faithful performance of the Contract in strict conformity with the plans, specifications and conditions of the Contract. The bond shall be in an amount equal to one hundred percent (100%) of the price specified in the Contract. A payment bond satisfactory to the County, executed by a surety company authorized to do business in Virginia with an A.M. Best's Key Rating of Level A or better and in a financial size of Class VII or higher, or otherwise secured in a manner satisfactory to the County, for the protection of all persons supplying labor and material to the Contractor or its subcontractors for the performance of the work provided for in the Contract. Labor and materials shall include public utility services and reasonable rentals of equipment, but only for the periods when the equipment rented is actually used at the site. The bond shall be in an amount equal to one hundred percent (100%) of the price specified in the Contract.
