The Division of Public Works will administer the project according to the terms and conditions of the award and State laws and guidelines. The Design Build team will receive general instructions through the State. The above noted Project Manager of the Division of Public Works has been assigned to serve as project manager and liaison between the Department of Administration, the Agency and the Design-Build team. All site investigations shall be at no cost to the Owner. Project Description and Scope: The scope of this project is to program, design and remodel approximately 40,000 S.F., of Building 4 on the State of Idaho's Chinden Campus, located at 11341 W. Chinden Blvd. Boise, ID 83714. Adherence to campus access and security protocol is mandatory. Protection of the existing building, finishes and surrounding areas is required. The current space was previously occupied by call center groups and is generally a large open space with a central core that houses utility spaces, restroom facilities, break areas, a few conferencing areas and offices. The remodel will include demolition; construction of new office and support areas; preparation for owner provided cubicles, updated finishes, restroom upgrades, security/access systems to align with the site standard, data, lighting, lighting controls, electrical, HVAC, DDC controls, plumbing, fire protection and fire alarm upgrades. Space allocation will adhere to "State of Idaho, Facility Use Standards". It is possible that the scope of work could be expanded, to include the design and remodel of other areas of the building, for use by other State Agencies. Electronic .dwg files are available for the Architectural base, .dwt files are available for other disciplines. Attachments to this RFQ include: Attachment A: State of Idaho Facility Use Standard worksheet Attachment B: Chinden Bldg. 4, Existing First Floor Plan REQUIRED SERVICES The Design-Builder's scope of work will include: 1. Survey of the existing building conditions for electrical, controls, security and HVAC systems. 2. Pre-construction project planning including the preparation of a schedule, preliminary cost estimate and value engineering measures. 3. Preparing architectural, mechanical, electrical, plumbing, low voltage, fire protection, plans and specifications based on owner's criteria. 4. Design Phase shall include review of programming; schematic design; design development; and construction documents to be reviewed by the Agency, DPW, and all authorities having jurisdiction, including the State Division of Building Safety and Office of the State Fire Marshal. The final plans should at a minimum include, a code study addressing exiting, occupancy and accessibility; plan configuration; dimensions; interior elevations; details including finishes and colors; and mechanical, electrical, and plumbing design to include all fixtures, systems, equipment, required calculations, energy and performance data, coordination and integration into all utilities, site and building controls. 5. Development and refinement of cost estimates and project schedules throughout the design phase. 6. The Design-Build Team shall make a minimum of one (1) presentation to the Permanent Building Fund Advisory Council and shall keep in mind that during all phases, code compliance space standards, building function and maintenance concerns should be incorporated into the design.
