Demolition, site work, new construction and renovation of a mixed-use development in Cambridge, Iowa. Completed plans call for the demolition of a residential development; for the construction of a residential development; and retail development.
This project consists of multiple phases based upon funding sources. The first phase (base bid) is to demolish the eastern addition of the existing building and build the new addition to a level for future build out of interior spaces for residential and commercial space. Additionally, phase 1 shall include the corrective measures to the building envelope including minor tuckpointing and new entrance doors and windows as well as corrective measures to the existing basement structure. Additional phases are identified in the alternative bids. Project consists of the deconstruction and demolition of the former 800 sq ft east addition, footings and foundations, and structure in its entirety. The remainder of the existing building is approximately 7,400 sf (gross). Demolition also includes the removal of site components and related underground utilities. The intent of the project is to salvage and reuse a significant amount of building components including, but not limited to, wood trim, wood flooring, stud framing and sheathing, doors, and ceiling panels. The termination and removal of all above ground and below grade utilities on the property as indicated on the drawings. The installation of new site utilities as documented on drawings The selective demolition of the existing interior building components and building systems and the new construction of residential units and commercial units. The installation of new building mechanical, electrical, plumbing and fire protection systems. The exterior renovation of the existing building with new stucco surface and miscellaneous tuckpointing of masonry The project will be constructed in phases as additional funding becomes available with owner taking occupancy of portions of the work after completion of some phases and concurrent with subsequent work on following phases. Single General Construction Contract Bid will be received for the following Work: New work, Demolition, Deconstruction, and Civil Construction Work. All bids shall be in accordance with Contract Documents prepared by FEH DESIGN, Architects/Engineers, which Contract Documents are made a part of this Notice by reference thereto. Owners Representatives: Steve Kovarik, Dave Thom Architect: FEH Design, Project Representative: Donald Seymour, Project Manager Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. The work under the Contract shall be commenced on receipt of the Notice to Proceed and shall achieve Substantial Completion for Phase 1 by December 1, 2021. Substantial completion of subsequent phases will be dependent upon the alternates selected. Each Bid shall be made on a form furnished by the Architect, and must be accompanied by a certified check or cashiers check drawn on an Iowa bank, or Bid Bond to be executed by corporation authorized to contract as a surety in the State of Iowa, in the amount equal to five percent (5%) of the amount of the Bid, made payable to the City of Cambridge, Cambridge, IA and may be cashed by the Owner as liquidated damages in the event that the successful bidder fails to enter into a Contract and file a bond satisfactory to the Owner assuring the faithful fulfillment of the Contract and maintenance of said improvements as required by the law, the provisions of this Notice and Contract Documents within (10) days after acceptance of the lowest responsive, responsible bid. All bids shall be sealed and plainly marked. Any alteration of the Bid Form may be cause for rejection of the bid. In accordance with Department of Labor Rules, 875 IAC 156.2, the Owner requests a statement from each bidder regarding the bidders resident status. This statement shall be on the Bidder Status Form designated by the labor commissioner and available online Failure by any bidder to provide a completed statement with its bid may result in the Owner rejecting the bid as non-responsive. Additionally, a copy of the Bidder Status form is included in this Project manual. State Sales Tax: This project is tax exempt. Do Not include State Sales Tax in any calculation of Bid totals. Awarded Contractor will be provided Tax Exemption Certificates for this project after submittal of a complete list of subcontractors, vendors and suppliers. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond in an amount equal to one hundred percent (100%) of the Contract Sum, issued by a responsible Surety approved by the Owner and shall guarantee the faithful performance of the Contract and terms and conditions therein contained and the maintenance of said improvements pursuant to the provisions of the Contract Document. Bid Security shall be made payable to City of Cambridge, Cambridge, IA. Bid Security of two lowest Bidders will be retained until a contract has been awarded and executed, but no longer than 45 days. No Bidder may withdraw his bid within 60 days after opening of bids. The City of Cambridge, reserves the right to reject any or all bids, re-advertise for new bids, and to waive informalities that may be in the best interest of the City of Cambridge. Upon award of Contract, the Contractor shall provide a copy of the required Certificate of Insurance showing compliance with required coverage as noted in the Project Manual. Payment will be made by the City of Cambridge from cash-on-hand from such sources as may be legally available. Monthly estimates will be paid to the Contractor as the work progresses in amounts equal to ninety-five percent (95%) of the Contract value of the work completed during the preceding calendar month, including the actual cost (exclusive of overhead or profit to the Contractor) of materials and equipment of a permanent nature to be incorporated in the work and delivered to and stored at the job site. Such monthly payments shall in no way be construed as an act of acceptance for any part of the work, partially or totally completed. Final payment of the five percent (5%) due Contractor will be made upon final acceptance of the work under the respective Contract by the City, and after receipt of satisfactory evidence that all claims pertaining to such Contract have been paid in full as provided in the Contract Document for said work. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa Domestic Labor. All bids will be governed by applicable provisions in the Iowa Code and District Policies. 1.8 NOTIFICATION A.
