Site work for a water / sewer project in Chattanooga, Tennessee. Completed plans call for site work for a water / sewer project.
Construction of East Ridge Sewer Basin 3C and 4B Rehabilitation Project, WWTA Project Number 18-323 SRF Loan 2020-443 that consists of the installation of approximately: 1,150 linear feet (LF) of 10-inch Cured-In-Place Pipe (CIPP) using a 6.0 mm liner; 34,015 LF of 8-inch CIPP using a 6.0 mm liner; 755 LF of open-cut 8-inch gravity sewer replacement; 1,465 LF of 6-inch to 8-inch gravity sewer pipe bursting; 465 LF of slipliner removal; 50 LF of sectional open-cut replacement of 6-inch gravity sewer; 30 mainline sewer point repairs in 6-inch, 8-inch, and 10-inch gravity sewer pipe, and 20 mainline sewer pointrepairs at lateral connections; 450 service lateral reinstatements with CIPP liners; 65 open cut service lateral replacements; and 5 electrofused lateral reinstatements. Manhole work consists of: Six (6) 48-inch diameter manhole replacements; 140 replacements of frames and covers on existing manholes; 1,540 VF of 48-inch diameter manhole lining; 10 pipe connection grout repairs; 10 bench and invert repairs; and 40 prep and re-lining of manhole connections, The scope of the project will include all by pass pumping, pipe preparation, the furnishing of all labor, material, equipment, tools, supervision, incidental, and any other items necessary or convenient to satisfactorily complete the construction. Hamilton County will not provide a conference room/meeting space or equipment such as computer access or telephones for interested parties to participate in bid openings. All conference call attendees will be asked to provide name, company and phone number for each bid opening attended. To make the size of any call more manageable, vendors with multiple representatives are asked to call in from one (1) line only. After introductions, caller phone lines will be muted during the reading of the bids, but will be unmuted to allow questions after all bids have been read. Preliminary pricing will be read aloud for any vendor submission received prior to the listed deadline, with each vendor identified by name. Official Notification of Award, including bid tab, will be released once the solicitation has gone through evaluation and recommendation of award. The allotted time for construction is three-hundred-fifty (350) calendar days.Bids will be received for a single prime Contract. No bids will be received or accepted after the above specified time and will be deemed invalid and returned unopened to the bidder. The bidding Contractor must be licensed in appropriate classification before such bid will be considered and shall comply with applicable codes, laws and regulations. The successful bidder will be required to furnish acceptable Performance and Payment Bonds in the amount of one hundred percent (100%) of the contract price, each bond. The Owner reserves the right to waive any irregularity or reject any or all bids. Hamilton County Disadvantaged Business Enterprise (DBE) procedures will be part of bid evaluation. This project is being funded by a State Revolving Fund loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements.DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, subcontractor, professional service provider, supplier, or equipment vendor are encouraged to contact Ms. Marilyn Robinson at the Nashville Minority Business Center office listed above to review bidding/contract documents. Qualified Disadvantaged Business Enterprises (DBE) firms may also contact S&ME, Inc., Vickie Wilhite vwilhite@smeinc.com or 865-415-3448, in order to obtain a list of prospective bidding General Contractors or to obtain copies of bidding/contract documents. Fair-Share Goals: The MBE fair-share goal is 2.6% for construction and 5.2% for supplies, services, and equipment. The WBE fair share goal is 2.6% for construction and 5.2% for supplies, services, and equipment. Basins 3C and 4B: Residential areas with not a lot of open spaces and "spare" ROW. While not as restrictive as Lookout Mountain, it is a close second. We ask that contractors plan accordingly so it's no surprise how to deal with it - the point being don't be in a situation where we're near the end of the job and the bidder awarded the contract is saying how slow this work is going because of moving equipment and constrained topography. Good news is the road network is dense so if there's no access from one road to a back yard, contractors can likely get in from the other side.
