Renovation of a library in Houston, Texas. Completed plans call for the renovation of a library.
The project will utilize the Construction Manager at Risk (CMAR) delivery method. This project will provide design through construction administration phase services for the restoration of building envelope systems, upgrading the building HVAC system and minor interior repair of ceiling damages. The Envelope system restoration is expected to range from minor repairs to full replacement of building envelope components including roofing and windows. The HVAC system upgrading scope includes, but is not limited to, the retrofit or replacement of roof top RTUs, AHU, Condensing yard equipment, underground lines and all the associated electrical and control work. All repair/replacement and system upgrading shall comply with the requirements of all agencies having jurisdiction including the Texas Historical Commission. Location: 1300 Victor St, Houston, TX 77019 Estimated Construction Budget: $3,700,000 Contract Notice to Proceed: July 2022 Design Services Procurement Jan 2022- May 2022 Design Phase July 2022 - January 2023 Permitting January 2023 - April 2023 Construction Procurement March 2022 - August 2022 Construction Phase May 2023 - January 2024 Warranty Phase February 2024 - February 2025 MWBE Goal of 24% Participation The building is believed to be approximately 50 years old and the existing roof system is believed to be 15 to 20 years old. The roof consists of a two roof areas reported to encompass a plan area of approximately 13,000 square feet. The roof covering is comprised of a granule-surfaced modified bitumen cap sheet set in asphalt over multiple plies of felts applied over rigid board insulation and a concrete roof deck. The modified bitumen roofs are positively sloped at approximately 1/4 -inch/foot toward internal roof drains or through-wall scuppers. The African American Library is housed in the Edgar M. Gregory School, and served as the first public school for African Americans in Houston. The building is in the Fourth Ward/Freedman's Town Historic District and is listed on the National Register of Historic Places. The African American Library itself is designated as a Texas State Antiquities Landmark. The building is a 20,000 square foot, brick, slab on grade building with a glass front and two roof areas comprised of a granule-surfaced modified bitumen cap sheet set in asphalt over multiple plies of felts applied over rigid board insulation and a concrete roof deck. The interior of the building was modernized in 2009 but the exterior, including the brick construction and windows, are original constructed dating back to 1926.
