A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: The City of Phoenix is seeking a qualified consultant team to provide engineering services for asphalt paving for the runway blast pads at Deer Valley Airport (DVT). Services include design and possible construction administration and inspection services. The DVT runways have substandard or missing blast pads. The purpose of this project is to bring the blast pads at DVT up to standards as defined by current Federal Aviation Administration (FAA) Advisory Circulars. A blast pad is defined as the surface adjacent to the ends of the runway provided to reduce the erosive effect of jet blast and propellor wash. The preferred consultant shall have experience in an active airport operations area, familiarity with FAA Advisory Circulars, and experience in coordinating projects with airport user groups. The scope of this project is to evaluate the existing blast pad pavement at runway 7R/25L to determine if a simple addition of width is all that is required, or if more extensive mill and replacement. The project scope includes the design of the properly sized blast pads for runway 7L/25R. Design Services shall include, but are not limited to the following: Analysis of pavement strength Phasing construction with existing airport operations Compliance with applicable Maricopa County or City of Phoenix Building Codes Knowledge of and compliance with FAA Advisory Circulars Success in design of cost-efficient and expeditiously constructed solutions Understanding of state and federal funding limitations Design and prepare project plans and specifications Provide construction estimates, construction safety plans, and all required documentation to submit for FAA and ADOT grant compliance Complete the Engineers Report required for FAA, ADOT and AIP grant compliance Provide bid phase services for the eventual advertisement of construction for this project using the Design-Bid-Build delivery method Assist with bidding and prepare all project addenda Utilize the City web-based project management system, Unifier Possible Construction Administration and Inspection Services shall include, but are not limited to the following: Provide Construction Administration and Inspection Services per AIP and FAA/ADOT grant requirements Review contractor shop drawings and submittals Review and approve monthly pay requests Schedule, conduct and provide documentation for regular progress meetings with client and funding agencies Respond to Requests for Information Verify compliance with contract documents Issue letter of substantial completion Review contractors record drawings monthly and prepare final record drawings Prepare daily inspection reports for the project records detailing construction progress Punch-list development Conduct pre-final and final inspection Conduct warranty inspection The estimated total construction cost for this project is $1.35 million.
