The Contract generally consists of water valve and fire hydrant replacement throughout the Village as well as altitude control valve replacement at the L'Hommedieu Water Tank site. The work includes all associated backfill and surface restoration required as a part of the work along with other work specified and indicated on the Construction Drawings. Each bid shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the bid. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin or handicap status. The Supplementary Conditions set forth requirements for the payment by the Contractor and its Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by the General Prevailing Minimum Wage Rates as determined by the New York Department of Labor, Article 8 Public Work, and Davis Bacon Act, as applicable to the Work. The Project is financed through the Community Development Block Grant Program. The Village of Montour Falls encourages Minority and Women Business Enterprises (MBE/WBE) and Section 3 enterprises to submit bids for this project. The selected contractor will be encouraged to ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will be encouraged, to the greatest extent feasible, to utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. The Village of Montour Falls reserves the right to reject any and all bid proposals and to award the contract to the lowest responsible bidder for the total of all products of quantity and unit price Bid for each unit price item. No Bidder may withdraw his or her bid within sixty (60) days after the actual opening thereof.
