Demolition, site work, paving and new construction of a bridge / tunnel in Wharton Township, Pennsylvania. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Contractor shall replace a 36-foot span by 16-foot-long steel beam bridge with a 42-ft span by 24-foot-long by 10 ft-high precast concrete arch with cast-in-place footings on Cemetery Road over Sinnemahoning Creek. Contractor shall purchase the precast arch from a PennDOT approved supplier and install the same. The arch itself, headwalls, wingwalls and wingwall footers will be precast concrete. Arch manufacturer will supply precast concrete forms for the arch foundations, within which Contractor will cast concrete in place. Contractor shall: Install E&S measures, divert stream flows, protect existing utilities. Demolish and remove existing bridge, return selected components to Township, properly dispose of the remainder. Excavate for foundations, arch and wing walls, including bedrock. Set foundations into the bedrock and backfill with flowable fill. Install precast concrete arch, headwalls, wingwall footers and wingwalls. Place and compact stone backfill behind arch and wing walls. Stabilize the four bridge corners at the wingwalls with riprap. Reconstruct the gravel roadway. Set guiderail and signage. Replace and reconnect waterline. Control traffic, perform all necessary incidental work, provide all required appurtenances and restore site to original condition. Bidders must be PennDOT Prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project and must be provided with the bid package Bidders must provide with their Proposal (or Bid) either a certified bank treasurer's check, a certified cashier's check payable to the order of Wharton Township, or a bid bond in the amount of ten percent (10%) of the bid. Failure to fully comply with all bid requirements including but not limited to the above will be cause to reject a bid. The apparent successful low Bidder will be notified after the Bid Opening and be required to submit two signed and notarized originals of the Bid (or Proposal) Form provided in the Conformed Project Manual. The apparent successful two low Bidders will be notified after the Bid Opening and be required to submit their experience and qualifications for review and consideration. Bidders are advised that PA Prevailing Minimum Wage Rates are incorporated in the Contract Documents and they must be paid to all workers employed at the construction site if the bid price exceeds $100,000 for the Total of ALL Bid Items listed in the Proposal (OR BID) form. These wage rate requirements are applicable to this contract for the entire duration of this project. The Township may hold all Bids and they shall remain irrevocable for 60 days from the Bid Opening date. The Township reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts. The successful Contractors will be required to furnish upon Contract Award a Performance Bond and a Payment Bond, each for one hundred (100%) percent of the contract price as bid. The Bidder, in accordance with the President's Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. Achieve Substantial Completion within One-Hundred Forty (140) calendar days of Notice to Proceed. o Achieve Final Completion within One-Hundred Fifty-Four (154) calendar days of Notice to Proceed.
