Site work and paving for a sidewalk / parking lot in Poquoson, Virginia. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Contractor is to provide all supervision, equipment, labor and materials necessary to complete the work as described herein and within the Construction Documents. The scope of work for the project involves very minor excavation and land disturbance, and therefore silt fence is only shown in areas where sediment could potentially sheet flow directly into the ponds adjacent to the work areas. Installation of the silt fence in itself causes earth disturbance and was not deemed necessary for areas outside of critical erosion (i.e. areas near the pond and BMP). The line item for silt fence in both the base bid and bid alternate represents approximately double the length of silt fence shown on the plans to account for replacement of silt fence (typically one replacement through the length of the project). Provide all labor, superintendence, materials, tools, equipment, supplies, incidentals, and other ancillary items necessary, as identified in these Contract Documents, in order to complete the South Lawson Park Multi Use Path Project, to the limitsshown on the drawings and in accordance with allspecification, terms, conditions, and drawings herein. Period of Contract: 45 days Substantial Completion; 15 days to Final Completion (60 total calendar days). Contractors must be on VDOT's current Pre-qualified list at the time/ date set for the opening of bids in order to be eligible for this contract. Attention is drawn to the requirement for submission of VDOT Forms C-48, C-49 (if applicable), C-104, C-105, C-111, and C112 along with the Bid Form and Bid Bond for this Invitation for Bids. Failure to do so may result in rejection of your bid. Prior to award of contract and commencing with the work, the contractor is to submit all required insurance and bonds in accordance with the City of Poquoson requirements. Fifteen (15) calendar days after execution of this Construction Contract, the contractor is to submit a construction schedule. The contractor shall secure and pay for all necessary bonds, permits, fees, tests and inspections Each bid in excess of $100,000 submitted in response to this IFB shall be accompanied by a bid bond in an amount equal to five percent (5%) of the total monetary amount of the bid (total base bid plus all additive bid items). The bid guarantee may be either (i) a certified or cashiers check made payable to he City of Poquoson, Virginia, or (ii) a bid bond made payable to The City of Poquoson, Virginia. The bid guarantee shall be for the purpose of promising and guaranteeing that the bidder will not withdraw its bid for a period of 30 days following bid opening. The proceeds of the bid guarantee shall be and remain the sole property of the City, as liquidated damages, should the successful bidder fail to execute a contract, proof of all required insurance and endorsements and all required payment and performance bonds within five (5) days of the Citys issuance of notice of award of the contract. In lieu of a bid bond, a bidder may furnish a certified check or cash escrow in the face amount required for the bond, or, if approved in advance by the city attorney, a bidder may furnish a personal bond, property bond, or a bank or savings institutions letter of credit on certain designated funds in the face amount required for the bid bond. The City will assume no responsibility for oral instruction,suggestion, or interpretation; any question regarding the bid documentsshall be directed to Sean Crawford, City Engineer, at sean.crawford@poquoson-va.gov, in writing, and any material change will be submitted to all bidders in the form of a Bid Addenda. Award shall be based on a determination of the lowest, responsive, responsible bidder on a lump sum basis. Owner reserves the right to award based on determination of the lowest bid of the sum of the base bid plus the bid alternates that are in the public interest to award. Consideration and award of the bid alternate will be solely determined by the Owner and will be based on the availability of public funding.
