Site work and renovation of a water / sewer project in Black Hawk, South Dakota. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The Project consists of all labor, skill and materials to complete the civil site work which includes: Base Bid Furnish and Installation of concrete masonry unit wellhouse building. Furnish and Installation of process pipe, fittings and necessary appurtenances. Furnish and Installation of chemical feed system and necessary appurtenances. Furnish & Installation of electrical room and necessary appurtenances. Furnish and Installation of pipe connection from Well No. 6 to wellhouse. Furnish and Installation of 10" PVC distribution line, fittings, and appurtenances from wellhouse to the storage reservoir. Furnish and Installation of access road up to the Tank Reservoir Site (Tank by others). Alternates Alternate A - Dual Line, Add 8" Supply Line: Furnish and Installation of 8" PVC supply line, fittings, and appurtenances from wellhouse to storage reservoir. Line item 1 "Rock Excavation" will completely replace line item 5 from the Base Bid. Line item 6 "Install & Furnish 8" x 6" Reducer" will completely replace line item 19 from the Base Bid. Alternate B - Add Generator: Furnish and Installation of generator with ATS and Bypass. Bids will be received for a single prime Contract and consists of all labor, skill and materials required to properly construct the Project. Bids shall be on a unit price basis as indicated in the Bid Form. All Bidders shall have a valid South Dakota Contractor's license of the appropriate Class for the work, as required by ARSD 20:53:06 or SDCL 36-25. Bidders shall enclose a copy of their license or Certificate of Renewal in the same envelope as the Bidders Bond. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. Bidders on this Work will be required to comply with the President's Executive Order Nos. 11246 (Non-discrimination) as amended. Bidders shall also comply with Executive Orders 11625 and 11518; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act ("EPA's 8% statute"); Public Law 101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) ("EPA's 10% statute"), Executive Order 12138, encouraging recipients to award construction, supply, and professional service contracts to minority and women's business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that the Workforce Participation Goals are 3.4% for Minority and 6.9% female participation in each trade. The fair share objective of this project is 1% MBE's and 4% WBE's. Davis-Bacon and related acts provisions apply to this project. All provisions relative to those acts must be met. The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriation Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. The Contractor shall be able to demonstrate that he has successfully completed municipal utility work of a similar nature and scope as that required for the project. No Bidder may withdraw their bid for a period of thirty (30) days after the bid opening.
