Contractor's California License and/or Class Required: A - General Engineering ESTIMATED CONSTRUCTION COST: $0 min.) to $1,000,000 (max.) each ESTIMATED ADJUSTMENT FACTORS: Normal Working Hours 1.2250 Other Than Normal Working Hours 1.2650 PROJECT DESCRIPTION: The work to be performed under this contract includes the furnishing of all labor, materials and equipment for a JOB ORDER CONTRACT. A Job Order Contract (hereinafter called JOC) 1s a competitively bid, firm fixed priced indefinite quantity contract. The contract documents include a Construction Task Catalog containing a collection of detailed repair and construction tasks and specifications that have established Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. Ordering 1s accomplished by means of issuance of a Task Order pursuant to the Contract. The County uses The Gordian Group's (Gordian) Job Order Contracting (JOC) System for their JOC program. The Gordian JOC System includes Gordian's proprietary Gordian Cloud JOC, and eGordian(R)) JOC Applications and Construction Task Catalog, which shall be used by the Contractor to prepare and submit Job Order Proposals, subcontractor lists, and other requirements specified by the County. The Contractor shall be required to execute Gordian's JOC System License and Fee Agreement, and pay a 1% JOC System License Fee to obtain access to the Gordian JOC Solution. JOC WR: It 1s placed with a Contractor for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation of Sacramento County Storm Drain system. The Contractor, under the JOC, furnishes all management, labor, materials, equipment, and required plan check and permits from local jurisdications needed to perform the work. The contracts awarded will be on the basis which results in the lowest total overall cost to the County for the contracts. Each bidder may submit one and only one bid for this solicitation. If a bidder submits more than one bid for this solicitation; then that bidder will be disqualified and those bids will be returned to the bidder unopened. The Contractor shall have the opportunity to perform Task Orders during the term of the Contract as described in the Procedures for Ordering Work, JOC General Conditions, 4-5.02 (e.g. rotation, past and current performance of Task Orders, responsiveness, proposal price vs. independent estimate). The Maximum Contract Amount for each JOC will be $1,000,000 each. The Contractor 1s not guaranteed to receive this volume of Task Orders - this is an anticipated amount. The term of the JOC will be for 365 calendar days or expenditure of the Maximum Contract Amount of the contract, whichever occurs first. All Task Orders issued during the term of this contract shall be valid and in effect notwithstanding that the Detailed Scope of Work may be performed, payments may be made, and the guarantee period may continue, after such period has expired. All terms and conditions of the contract apply to each Task Order. Each bid must be submitted on the proposal bid forms provided in the Contract Documents. Also, each bid must be accompanied by security in the form of a bid bond/guaranty issued by a corporate surety, a certified check, or cashier's check payable to the Treasurer of Sacramento County, or cash for an amount not less than $25,000. The County does not have a standard bid bond/guarantee form. The bid bond/guarantee form may be provided by the corporate surety. Bids not accompanied by a bid bond/guarantee will not be read and be rejected as non-responsive. The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the County of Sacramento, each for not less than one hundred percent (100%) of the Maximum Contract Amount as shown above (e.g. $1,000,000). Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract. All pre-bid questions must be submitted in writing no later than ten calendar days prior to the bid date. Questions received after that time will not be answered. All responses will be by addenda to the bid documents. The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder.
