The Project consist of rehabilitation of the Well #4 Elevated Tank. All work must conform to Federal, State and local governmental rules and criteria. Shrouding shall conform to the requirements of the Texas Commission on Environmental Quality (TCEQ), Title 30TAC Chapter 111 Division 3 Control of Air Pollutants from Visible Emissions and Particulate Matter, which includes the definition of shroud in 111.131 and be sealed by a Professional Engineer. Bids must be submitted on the Bid Form provided and must be accompanied by a bid security in a penal sum approximately equal to and not less than five percent (5%) of the total amount of the bid. The security shall be in the form of a certified check or cashier check, or bid bond furnished by a reliable surety company having authority under the laws of Texas to write surety bond in the amount required, with such security made payable without recourse to the City of Kyle. City of Kyle reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kyle for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The final Notice of Award of Contract shall be given to the successful bidder by the City of Kyle within sixty (60) days following the opening of bids and no bidder may withdraw his bid within sixty (60) days after opening thereof. Bidders should carefully examine the plans, specifications, and other documents, visit the site of work, and fully inform themselves as to all conditions and matters which can in any way affect the work or the cost thereof. The project shall consist of the rehabilitation of the Well #4 Elevated Tank, including metal blasting of tank interior and exterior, tank painting, power washing and painting of aerial well pipe, and various tank repairs
