Renovation of a municipal facility in Kenner, Louisiana. Completed plans call for the renovation of a municipal facility.
Only one (1) bid per vendor is allowed. Only bids written in ink or typewritten, and properly signed by a member of the firm or authorized representative, will be accepted. All bids submitted are subject to these general conditions, additional requirements, and any special conditions and specifications contained herein, all of which are made part of the bid proposal. Bidders, who are unable to bid on this request, are asked to state your reason for not submitting a bid on the Bid Form and return the same to this office before bid opening date. Failure to do so may result in your name being removed from the vendor list. Questions on this bid are to be emailed to FINcontracts@kenner.la.us no later than FIVE (5) working days prior to bid opening. Please reference bid number in all requests. Any corrections to portions of the bid form that are completed by the bidder must be initialed. The City of Kenner reserves the right to accept or reject any and all bids, in whole or in part, and waive informalities. However, the provisions and requirements of the Louisiana Public Bid law, those stated in the advertisement for bids, those provided in the bid form and written specifications shall not be considered as informalities and shall not be waived by the City of Kenner. The City of Kenner will accept one price for each item unless otherwise indicated. Two or more prices for one item will result in bid rejection. The City of Kenner reserves the right to award contracts or place orders with the lowest responsive bidder, on a lump sum or individual item basis or such combination as shall in its judgment be in the best interest of the city. Awards will be based on compliance with the specifications and the delivery and/or completion date. The City of Kenner requires a firm price, unless otherwise stated.In case of an extension error the unit price shall prevail. All bids submitted shall remain binding and may not be withdrawn for a period of forty-five (45) days after the scheduled closing date for receiving bids. The City of Kenner reserves the right to cancel all or any part if not shipped promptly. The order must not be filled at a higher price than quoted. The City of Kenner reserves the right to cancel any contract at anytime and for any reason by issuing a THIRTY (30) day written notice to the contractor. For good cause and as consideration for executing a binding contract with the City of Kenner, vendor conveys, sells assigns and transfers to City of Kenner or its assigns all rights, title and interest in and to all causes of action it may now or hereafter acquire under the antitrust laws of the Unites States and the State of Louisiana, relating to the particular good or services purchased or acquired by City of Kenner. Bidders agree to abide by the requirements of the following as applicable: Title VI and VII of the Civil Rights Act of 1964, as amended by the Equal Opportunity Act of 1972, Federal Executive Order 11246, the Federal Rehabilitation Act of 1973, as amended, the Vietnam Era Veteran's Readjustment Assistance Act of 1974, Title IX of the Education Amendments of 1972, the Age Act of 1975, and contractor agrees to abide by the requirements of the Americans with Disabilities Act of 1990. Bidder also agrees not to discriminate in its employment practices, and will render services under this contract without regard to race, color, religion, sex, sexual orientation, national origin, veteran status, political affiliation, or disabilities. Any act of discrimination committed by bidder, or failure to comply with these statutory obligations when applicable shall be grounds for termination of this contract. New construction or renovation projects must comply with Section 504 of the 1973 Rehabilitation Act, as amended, in accordance with the American National Standard Institute's specifications (ANSI A117.1-1961). The proposed work includes: The projects consists of renovations and improvements to the Annie Washington Community Center. The scope of this project includes demolition of and renovation of the interior and portions of the exterior of the existing building and site as shown in the documents to create functional residential living quarters on the second floor, and an administrative office and resource center on the first floor. All Bids must be in accordance with the Contract Documents on file with Linfield, Hunter & Junius, Inc., the Design Consulting Professionals for this project. Any bidder to whom a contract is awarded shall certify that he holds an active license in accordance with LSA-R.S. 37:2150 et. seq. Bidders must write their Louisiana State Contractor's license number on the outside of the bid envelope prior to bid submission for public works construction projects estimated at$50,000 and above. In the case of an electronic bid proposal, a contractor may submit an authentic digital signature on the electronic bid proposal accompanied by the contractor's license number in order to meet the requirements of LSA-R.S. 37:2163. Except as otherwise provided herein, if the bid does not contain the contractor's certification and show the contractor's license number on the bid envelope, the bid shall be automatically rejected, shall be returned to the bidder marked "REJECTED" and shall not be read aloud. Bids will be received on a lump sum price basis. If a Contract for the Work is to be awarded, it will be awarded to the lowest responsive Bidder, who had Bid in accordance with the requirements of the Bidding Documents, as determined by the Owner's evaluation of the corresponding Bid Form and Bid Form Attachments. The Work is to commence within 10 days after the Notice to Proceed. Completion of the Work is required within 135 calendar days from Notice to Proceed. In accordance with LA R.S. 38:2212 and Louisiana Administrative Code 34:III.Chapter 3 307, bid submission shall conform to those requirements as stipulated on the Louisiana Uniform Public Work Bid Form. Bidder must submit a bid security in the form of bid bond, cashier's check, or certified check in the amount of 5% of the contract price in favor of the City of Kenner. If submitting bid electronically, a bid bond is the only acceptable form of bid security. A cashier's or certified check will be NOT accepted. The successful Bidder will be required to furnish a Performance Bond and Payment Bond in the amount equal to 100 percent of the Contract Price guaranteeing faithful performance and the payment of all bids and obligations arising from the performance of the contract. Bonds submitted in accordance with the requirements of this contract shall be provided by a company or companies having at least an "A" or better financial rating and a Class B or better General Policy holders rating according to the latest A.M. Best Company ratings. Sureties will be required to meet qualifications set forth in the Contract Documents. No Bid may be withdrawn within a period of 45 days after the date fixed for opening bids. Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to participate. For just cause, the City of Kenner reserves the right to reject any and all Bids, and to waive informalities.
