The Specifications shall be interpreted to require that the Contractor shall provide all the items, articles, materials, operation or methods listed, mentioned or scheduled either on the Drawings or specified therein, or both including all labor, materials, equipment and incidentals necessary and required for project completion. The Specifications and Plans are intended to supplement but not necessarily duplicate each other. Any work exhibited in the one and not in the other shall be executed as if it had been set forth in both. Should anything necessary for a clear understanding of the work be omitted from the Specifications and Plans, or should the requirements appear to be in conflict, the Contractor shall secure written instructions from the Engineer before proceeding with the construction affected thereby. It is understood and agreed that the work shall be performed according to the true intent of the contract documents.
