Columbia Boulevard Wastewater Treatment Plant(CBWTP) Outfall Surge Modifications This project consists of improvements to the CBWTP effluent pipeline ventilation system, air vacuum relief valves, goose-neck pipe risers, and sample vaults to reduce the risk of damage from surge events and effluent overflows. The project also includes scope to complete modifications that create a single point of NPDES permit compliance for CBWTP discharges. Project is included City of Portland - Planning and Sustainability Fiscal Year 2022-2025. As of August 20, 2025, this is part of the Secondary Treatment Expansion Program (STEP) project and is underway. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
