Site work for a civil project in Detroit, Michigan. Completed plans call for site work for a water / sewer project.
PROJECT LOCATION: Garland, Hurlbut and Bewick Avenues near Northeast Water Treatment Plant. Pipeline renewal of 28,000 feet of 42/48-inch cast iron and steel pipe along Garland, Hurlbut, and Bewick; and 6,000 feet of new 60/69-inch transmission main along Hurlbut Avenue. GLWA is seeking a progressive design-build services to perform comprehensive management, coordination, engineering, design, construction, performance testing, startup commissioning and operator training and support services related to pipeline renewal of the existing GBH transmission main and construction of a segment of new transmission main along Hurlbut to re-inforce the GBH transmission system. The GBH transmission system south of I-94, which is the subject of this RFP, is a key component of the transmission system that will deliver 50-120 MGD of finished water from the Water Works Park WTP to the Northeast site through the French-Outer-Conner transmission main (north of I-94). Operating pressures on the GBH system typically range from 60-90 pounds per square inch (psi). The GBH transmission main system is shown in Figure 2 (attached) and will consist of existing transmission main renewal and proposed new transmission, with conceptual scope of work for this project include the following: o Construction of approximately 6,000 feet of AWWA Class 4 lining system for the existing 42-inch, cast iron transmission main along Hurlbut Avenue from Jefferson Avenue to Sylvester Avenue. This transmission main was constructed between 1901 and 1902. o Construction of approximately 3,200 feet of AWWA Class 4 lining system for the existing 48-inch, cast iron transmission main along Bewick Avenue from Jefferson Avenue to Charlevoix Avenue. This transmission main was constructed between between 1908 and 1943. o Construction of approximately 7,700 feet of AWWA Class 4 lining system for the existing 48-inch, cast iron transmission main along Bewick Avenue from Jefferson Avenue to mid-block between Canfield Avenue and Warren Avenue. This transmission main was constructed between between 1908 and 1911. o Construction of approximately 12,000 feet of AWWA Class 4 lining system for the existing 48-inch, cast iron transmission main along Garland Avenue from Jefferson Avenue to the I-94 south service drive. This transmission main was constructed between between 1908 and 1911. o Construction of approximately 6,000 feet of new 60/69-inch transmission main (material TBD) along Hurlbut Avenue from Sylvester Avenue to I-94. o Replacement of existing transmission main isolation valves, blow-offs, air relief valves, and other pipeline appurtenances. Depending on the location and spacing of the existing transmission main valve or appurtenances, GLWA may or may not elect to replace the existing valve or appurtenances. o Restoration of all soft- and hard-scape surfaces including road reconstruction in accordance with authorities having jurisdiction. A large portion of the existing GBH transmission system is over 100 years old and has exceeded its service life. The existing GBH transmission system will serve a more critical function in the future as it will be used to transmit flows to the Northeast site. Due to increased importance, GLWA will renew all existing transmission mains that will be needed to provide the required transmission capacity to the Northeast site. Furthermore, GLWA will require a segment of reinforcement along Hurlbut from Sylvester to I-94 to provide the required capacity to Northeast. The above-described project overview is the conceptual scope of work. Design build contractors may propose additional hydraulic analysis to optimize the proposed GBH transmission system configuration. GLWA may consider lining methods that involve less internal diameter loss if it means that not all segments of the GBH system will require renewal to provide the required transmission capacity. Proposals will only be accepted by Great Lakes Water Authority (GLWA) from firms or project teams demonstrating the following minimum qualifications: 1. A minimum of two (2) projects within the last ten (10) years showing demonstrable experience in design and construction comparable to the scope of services specifically described for this solicitation. Experience for large-diameter wastewater pipes will not count towards minimum requirements for project experience. 2. Comparable experience in the design and renewal of water transmission mains using class 4 renewal methods as defined in the AWWA M28 Manual. Project team shall demonstrate experience with sliplining methods and constructed/manufactured in place class 4 renewal systems. 3. Comparable project experience dealing with design and renewal of large-diameter riveted steel, cast iron, ductile iron, or prestressed concrete cylinder piping materials. 4. Comparable pipeline inspection experience comparable to the scope of services specifically described in this solicitation. Tasks also include providing GLWA assistance in implementation of this project as a EGLE DWSRSF Loan project. Specific efforts for this task include the following: a) Identify projects and prepare DWSRF project plans and updates b) Assist GLWA with obtaining local internal approvals for draft project plans (GLWA internal committees or work groups) c) Assist GLWA with publishing public notice and conducting public hearing d) Finalize project plan to incorporate public hearing materials e) Obtain CEO signature for final submittal f) Submit final project plan and/or updates to EGLE Questions Due Date: Dec 22nd 2020, 12:00 PM EST
