Renovation of a mixed-use development in Charleston, South Carolina. Completed plans call for the renovation of a multi-residential development.
W.E.H., Inc. (W.E.H.) is requesting qualifications from General Contractors with experience executing substantial rehabilitation projects that involve multiple phases and resident relocation for the Kiawah Homes project. Respondents should have experience with projects involving Low Income Housing Tax Credits and federal funding, preferably Federal Housing Administration (FHA) insured loans.Kiawah Homes is an existing public housing community currently operated by the Housing Authority of the City of Charleston (CHA) that will be preserved and substantially rehabilitated as part of its conversion under the U.S. Department of Housing and Urban Development’s (“HUD”) Rental Assistance Demonstration (“RAD”) program. The converted property will be redeveloped by W.E.H., a CHA related nonprofit corporation. The rehabilitation will be financed through a combination of tax-exempt bonds, 4% Low Income Housing Tax Credits (“LIHTC”) and a HUD 221(d)(4) insured loan. The project is comprised of 61 two-and three-bedroom units housed in 30 duplexes and one single-unit building. Proposal packages submitted will be evaluated by a W.E.H.selected committee. Evaluation factors include: Strength and thoroughness of qualifications package (30%); Experience with projects involving low income housing tax credits (15%); Experience with projects involving HUD insured loans (15%); Experience withphased projects (15%); Experience with projects involving relocation and residents (15%); Experience with Davis-Bacon Wage Act requirements (4%); Track record with involving Section 3 businesses and individuals (3%); Track record with involving minority and women owned businesses (3%); Total possible points: (100%). This project is federally assisted and will obligate the ultimate awardee not to discriminate in employment practices as mandated by the Davis-Bacon Act and Section 3 of the Housing and Urban Development Act of 1968. Minority and women owned business are encouraged to respond. W.E.H.reserves the rights to retain all qualification packages submitted and use any idea in a package regardless of whether the package is selected. W.E.H.reserves the right to wave irregularities and to reject any and all statements of qualifications. Kiawah Homes is an existing public housing community that will be preserved and substantially rehabilitated as part of its conversion under the U.S. Department of Housing and Urban Development’s (“HUD”) Rental Assistance Demonstration (“RAD”) program. The project is comprised of 61 two- and three-bedroom units housed in 30 duplexes and one single-unit building. Rehabilitation will be done in phases with residents being relocated on site, except for off-site relocation needed to vacate the first set of buildings. Residents moved off-site will return to the final buildings to be renovated. The rehabilitation will primarily be financed through a combination of tax-exempt bonds, 4% Low Income Housing Tax Credits (“LIHTC”) and a HUD 221(d)(4) insured loan. Respondents will be responsible for understanding the applicable requirements including, but not limited to, those found in the HUD Multifamily Accelerated Processing (“MAP”) Guide and the SC Housing Qualified Allocation Plan. Kiawah Homes will be the first of several CHA communities to be converted through the RAD program The proposed scope of work involves a complete interior renovation of each unit including, but not limited to, interior walls, floors, ceilings, mechanical systems, plumbing systems and electrical systems. Limited reconfiguration will be necessary to accommodate new fire rated separation walls. Hazardous materials surveys will be conducted for each building and abatement and removal is expected. Five percent of the units will be remodeled to provide fully accessible units for persons with mobility impairments and an additional two percent of units will be equipped for persons with hearing or vision impairments. Limited site work may be required to address accessible parking and routes. An existing community building will also be renovated, and site amenities may be added
