Site work and paving for a civil project in Loganville, Georgia. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

This project has CDBG funding sources and therefore services provided must comply with all applicable Federal, State and Local Government statutory and regulatory requirements. The Contract Documents, consisting of Advertisement for Bids, Information for Bidders, Bid Proposal Form, Form of Agreement, Drawings, Specifications, Bid forms, Bid Bond, Performance Bond, Payment Bond, Bidders Qualifications Forms, and other Contract Documents may be examined at the following locations: (1) McFarland-Dyer & Associates, Inc. All Bidders must be registered with MDA to assure that Bidders receive all addenda and/or clarifications to the Bid Documents in a timely manner; it is highly recommended that all bidders obtain at least one complete set of Bid Documents directly from MDA. Entities that do not obtain Bid Documents from this source will not receive addenda and/or clarifications directly from MDA. Bidders relying on plan rooms or other services to obtain Bid Documents, rather than obtaining them directly from the source are doing so at their own risk. The Work to be completed for this Project consists of furnishing all labor, materials, earthwork, construction operations, details, supervision and coordination of all trades, utility suppliers, governmental inspections and approvals to complete the construction, installation, and coordination for the City of Loganville "2020 CDBG Pecan Road Paving & Drainage Improvements Project" as follows. The Scope of Work for this project will include asphalt milling of existing Pecan Road for repaving improvements, demolition of existing driveway aprons and driveway cross drains, and minor regrading of existing ditch for positive drainage with new driveway cross drain pipes. In addition, culvert extension, new concrete headwall, and guardrail are proposed at the creek crossing. Pecan Road will then be repaved and new centerline striping and stop bars will be installed at both ends of the road. Existing Pecan Road is approximately 18 feet +/- wide and shall be milled 2-1/2" to allow for new asphalt paving. Limits of repaving along Pecan Road extend from intersection of Brand Road to intersection of Line Street approximately 3,400 L.F. +/. Asphalt repaving will consist of asphalt tack coat over milled asphalt, then 1" - 'D' Mix (Metroflex or equivalent) Asphalt Binder Course, and 1-1/2" Type 1 - 'F' Mix (9.5 mm) Asphalt Surface Course. Damaged areas of existing pavement will be deep patch milled 4" and filled back with 4" of 19.5 mm Asphalt Pavement prior to surface course paving. Contractor shall visit site to obtain his own paving quantities and areas for deep patch milling in order to Bid the project. Asphalt striping shall include new double yellow thermoplastic centerline and white thermoplastic stop bar striping at each end of Pecan Road. Drainage improvements include demolishing the existing driveway culverts and replacing with 18" RCP culverts. Existing ditches shall be regraded for positive drainage through new culverts to creek. New concrete driveway aprons will then be installed at all existing driveways no matter the surface type, except as illustrated on the Drawings. Erosion Control shall include silt fence, check dams, and permanent grassing as required to control sediment and permanently stabilize the existing ditch. Limits for drainage improvements only include the east side of Pecan Road. West side of Pecan Road was completed with previous CDBG project. All improvements are anticipated to be located within the limits of the right-of way, except as illustrated on the Drawings where Temporary Construction Easements have been acquired. In addition, a new guardrail, culvert extension and concrete headwall will be installed at the culvert crossing for the existing creek on the east side of the road. New culvert extension and concrete headwall shall be design build component for Contractor and be similar to that previously constructed on upstream west side of Pecan Road. Contractor will be responsible for submitting shop drawing for approval of new concrete headwall designed and sealed by Professional Engineer in State of Georgia. ADD ALTERNATES: Add Alternate #1: Existing limits of Line Street from intersection of Pecan Road to Logan Drive shall be milled 2-1/2" to allow for new asphalt paving. Line Street is approximately 18' +/- wide and extends 830 L.F. +/- to intersection of Logan Drive. Asphalt repaving will consist of asphalt tack coat over milled asphalt, then 1" 'D' Mix (Metroflex or equivalent) Asphalt Binder Course, and 1-1/2" Type 1 - 'F' Mix (9.5 mm) Asphalt Surface Course. Damaged areas of existing pavement will be deep patch milled 4" and filled back with 4" of 19.5 mm Asphalt Pavement prior to surface course paving. Contractor shall visit site to obtain his own paving quantities and areas for deep patch milling in order to Bid the project. Asphalt striping shall include new white thermoplastic stop bar and crosswalk striping on Line Street at intersection of Logan Drive. Add Alternate #2: Existing limits of Logan Drive from intersection of Line Street west through stop sign at Post Office shall be milled 2-1/2" to allow for new asphalt paving as illustrated on the Drawings. Logan Drive is approximately 23' wide +/- and limits extend approximately 665 L.F. +/. Asphalt repaving will consist of asphalt tack coat over milled asphalt, then 1" - 'D' Mix (Metroflex or equivalent) Asphalt Binder Course, and 1-1/2" Type 1 'F' Mix (9.5 mm) Asphalt Surface Course. Damaged areas of existing pavement will be deep patch milled 4" and filled back with 4" of 19.5 mm Asphalt Pavement prior to surface course paving. Contractor shall visit site to obtain his own paving quantities and areas for deep patch milling in order to Bid the project. Asphalt striping shall include new white thermoplastic stop bar and crosswalk striping on Logan Drive at stop sign for all directions where paving operations impact existing striping. Contractor shall document and match existing conditions. All improvements are to be performed within the right-of-way unless otherwise illustrated on the Drawings. Temporary Construction Easements are being acquired for all improvements and grading outside of existing right-of-way limits. Right-of-way limits vary along the entire length of Pecan Road. All existing driveways on east side of Pecan Road shall be demolished and replaced as illustrated on the Drawings including pipe replacement. New concrete driveway aprons shall be installed flush with existing pavement and driveways along Pecan Road. Contractor is responsible for all materials and costs required to adjust/raise any sewer manhole tops, storm inlet tops, fire hydrants, water valves, water meters or other utilities within limits of asphalt repaving or ditch improvements. All mailboxes to be relocated, demolished, replaced or if damaged during scope of work improvements shall be replaced in kind. Contractor shall document, photograph, and/or record existing conditions. All landscaping, shrubs and trees demolished outside the Right-of-Way limits of property owner's frontage shall be replaced in kind, if required. Contractor shall document, photograph, and/or record existing conditions. Contractor shall coordinate with property owner for replacement of landscaping items. Contractor to minimize disturbance and only clear landscaping and/or brush required to complete scope of work. City of Loganville requires that Contractor shall notify all property owners impacted by the project along Pecan Road by written notice and signage two weeks prior to start of construction. One lane of traffic and access to residential driveways must be maintained at all times. Traffic Safety devices such as signage, barricades, etc., and the protection of the public-at-large, and the Contractor's personnel is part of this contract and is the Contractor's sole responsibility. The Contractor will have One-hundred twenty (120) consecutive calendar days from the "Notice to Proceed" to finish and complete the project. All materials and appurtenances required to complete this Scope of Work is the responsibility of the Contractor and shall be provided in his overall Bid. The Contractor must be an approved Contractor with the City of Loganville. A complete list of materials should be included in the Contractor's overall Bid. Successful Bidder will be required to submit a schedule of values upon acceptance of his Bid. Bidder will prepare Asphalt prices for bid based on the current GDOT Asphalt Cement Price Index listed at the time of bid opening. The successful Contractor's pay request will list the current GDOT Asphalt Cement Price Index at the time of purchase. The difference in price between the GDOT Asphalt Cement Price Index at bid and at purchase will either be a change order to the Contractor or a Credit to the Owner. The GDOT Asphalt Cement Price Index is in accordance with Special Provision 109 (dated 2008), Section 400.5.01 Adjustments, the asphalt price index for the month of the Letting posted on the Georgia Department of Transportation Website. Owner reserves the right to waive any informalities and any technicalities, and to reject any or all bids. There will be no Pre-Bid Conference for this project. All quantities and measurements are approximate. Contractor shall visit the Site and determine his own quantities for bidding this project. Existing grades of ditch and road shall be maintained except as otherwise indicated in the Bid Documents, Drawings, and Specifications to direct stormwater towards the proposed and existing storm inlets, ditch and creek as illustrated on the Drawings. Contractor is responsible for verifying all quantities required to complete the scope of work for this project. Contractor is responsible for all earthwork quantities required to grade and/or backfill all proposed storm pipe, storm structures, and ditch regrading operations to complete the scope of work for this project. All costs associated with haul off or haul in of earthwork and milling materials shall be included in the Contractor's overall Bid at no additional cost to the Owner. Attention of Bidders is particularly called to the requirements regarding conditions of employment and minimum wage rates to be paid on this project, and that the contractor and subcontractor must comply with all Federal, State, and Local requirements. Minority and female owned firms are encouraged to participate in this (partially) Federally funded project. Procurement will be in compliance with the Uniform Administrative Requirements, 2 CFR 200.318-326. Potential respondents are particularly called to the requirements of Title VI; Civil Rights Act of 1964 and 24 CFR 570.602; and Executive Order 11246 - Equal Employment Opportunity and Affirmative Action. A Portion of the Work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S. C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low-and very-low income persons particularly persons who are recipients of HUD assistance for housing.
