The project generally consists of the replacement of five (5) Pressure Reducing valves and associated piping in existing below grade concrete chambers at five (5) locations in Marlboro Township and all other associated work as contained in the Bid Documents. Contract Documents and Plans for the proposed work prepared by Michael J. McClelland, P.E., Consulting Engineer, CME Associates may be examined at the office of said Engineer at 3141 Bordentown Avenue, Parlin, New Jersey and at the Town Hall, 1979 Township Drive Marlboro, New Jersey 07746 during business hours (9:00 a.m. and 4:00 p.m.). It is the responsibility of prospective bidders who obtain specifications online to check the website for any addenda issued prior to the bid opening. Failure to do so could result in the rejection of your submission. No refunds will be made except as provided in N.J.A.C. 40A:11-24b which allows for the return of documents in reasonable conditions within 90 days of notice that the contract has NOT been awarded. Proposals in the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside addressed to the Township of Marlboro, and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the Township. Each proposal must be submitted in writing on the proposal pages furnished in the Contract Documents; this entire document must be submitted at the time of bid. Bids and the Bid Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the words "Pressure Reducing Valve Replacement" on the outside of the envelope, and addressed to the Business Administrator of the Township of Marlboro, 1979 Township Drive, Marlboro, New Jersey 07746. Bids must be accompanied by a Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the Township. All bids are to be hand delivered. No bids are to be mailed. Bids must be submitted in writing using the proposal forms furnished in the Bid Documents; this entire document must be submitted at the time of bid. Each bid must be accompanied by bid security in the form of a bid bond, certified check or cashier's check, in the amount of ten (10%) percent of the bid, but not more than $20,000. Each bid must be accompanied by a certificate of experience and certificate of equipment. The Township reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Township reserves the right to award this Contract based on funds available. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27), all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. No Bidder may withdraw his Bid for a period of sixty (60) days after the date set for the opening thereof. The successful Bidder will be required to furnish a Surety Company Bond in the full amount of Contract price indemnifying the Township of Marlboro, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. All bid security will be returned to all Bidders except the three apparent lowest Bidders within ten working days after the opening of Bids, and to the three apparent lowest Bidders within three working days after the successful bidder has executed the Contract and its performance security has been approved by the Township. The Township will evaluate bids and any award will be made to the lowest, responsive, responsible bidder in accordance with N.J.S.A. 40A:11-4. The Township reserves the right, pursuant to applicable law, to reject any or all bids and to waive minor informalities or irregularities in bids received. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7-22-3.17(a)24 and 4.17(a)24, the contractor and subcontractors shall comply with all the provisions of N.J.A.C. 7:22-9.
