Hampton Roads Sanitation District (HRSD) requests Proposals from qualified consulting firms (Firm) to provide professional services including preliminary engineering report services, design services, pre-construction services, contract administration services, field engineering and inspection services, startup and testing services, operations and training services, and post-startup and certification services for Norview Estabrook Division I, 18-Inch Force Main Replacement Phase II, Section 2, Norview Estabrook Division I, 12-Inch Force Main Replacement, and Norview Estabrook Division I, 18-Inch Force Main Replacement Phase III. All proposers shall demonstrate prior experience with preliminary engineering report services (PER), design, construction administration and inspection of sanitary sewer force main systems sized 12-inches and greater, and phased construction to minimize impacts on traffic flow and services disruptions. Specific experience in PER preparation shall include analysis of routing alternatives, impact on traffic, easement and permit requirements, investigation of alternatives, methods and materials of construction, evaluation of contract packaging and conceptual approaches for maintaining flow in the HRSD system The evaluation and selection of the Firm shall be based on the evaluation plan specified in the Request for Proposals (RFP) HRSD shall evaluate each Proposal and select two (2) or more Proposers for further consideration. HRSD shall select one Firm on the basis of all information developed during the selection process that best serves the interest of HRSD.
